About the Position: Serves as Project Office point-of-contact for simplified acquisitions and micropurchase activities. As the principal source for initiating simplified acquisitions and micropurchases for the Project Office, exercises a thorough knowledge of applicable Government and Corps of Engineers policies and procedures for purchase orders, call orders, and credit card transactions related to the acquisition of essential commercial supplies; specialized services or construction projects.

Duties

Purchases specialized supplies and services including construction, services, utilities, and commercial items with unstable and insufficient price history Procures a wide variety of unique replacement parts, repair services, testing services or on-site repairs for complex multipurpose project and to accomplish environmental testing of identified potential hazardous situations Solicits competitive or non-competitive quotes to purchase items and services such as non-standard parts and components for repair of equipment, materials and services for a multi-purpose project Reconciles errors with vendors and performs the full gamut of contract administrative functions associated with simplified acquisition and micropurchases Performs duties in support of the Government Purchase Card (GPC) program to include ensuring that the regulations governing both the GPC and simplified acquisition procedures are being adhered to Maintains Project files consisting of equipment files, parts lists, property records, GPC statements, working paper files (including general correspondence files and e-mail), and official paperless contract files Keeps office files and records in accordance with the current filing system’s instructions and methods Maintains suspense files on orders, verifies delivery of items or services;

  • Appointment to this position is subject to a background investigation to determine your suitability for Federal employment
  • Appointment to this position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R
  • Must obtain and maintain DAWIA certification (Contracting) within 2 years of entry into position

GS-05 Specialized Experience: One year of specialized experience which includes Experience using automated systems to create documents and retrieve information for modification and reporting. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04). OR Education: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. GS-06 Specialized Experience: One year of specialized experience which includes Experience attaining supplies or services such as purchase orders, blanket purchase agreements, delivery orders, or credit card purchases. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05). GS-07 Specialized Experience: One year of specialized experience which includes Experience with procurement duties such as preparation of purchase orders. Experience using automated systems associated with purchasing goods or services.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). You will be evaluated on the basis of your level of competency in the following areas: AccountabilityContracting/ProcurementQuote AnalysisWritten Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-04 for the GS-05; GS-05 for the GS-06; GS-06 for the GS-07).
