Whole Health Program Manager is responsible for program planning, developing, analysis and monitoring of data in addition to supervising recreation therapist, yoga instructor, tai chi instructors, other Complementary and Integrative Health instructors, Whole Health Coaches, and Whole Health Partners under the Whole Health Service. The duties and responsibilities of the position have significant managerial implications on decisions affecting outpatient and inpatient programs and organization.
Duties
Major Duties:
PROGRAM MANAGEMENT/SUPERVISION: 80%
Administers information and analytical systems to evaluate and enhance the quality of service provided to patients. Develops and implements information systems to track service activities including visit, referrals, patient demographics, equipment utilization and patient satisfaction in concert with the Whole Health Leadership.
The incumbent supervises a group of employees performing work at various GS levels (e.g. recreation therapist, yoga instructor, tai chi instructors, other Complementary and Integrative Health instructors, Whole Health Coaches, and Whole Health Partners) and provides administrative, technical and clinical supervision necessary for accomplishing the work of the unit/services including monitoring outreach efforts and for the management, coordination, planning, and development of key administrative activities for the Whole Health Program.
The incumbent will adhere to all current directives of Veterans Healthcare Association (VHA) and meet current JCAHO and CARF standards and accreditations in a timely and efficient manner. The incumbent, in concert with the Rehab Medicine Supervisor, will provide guidance to staff to meet or exceed all CARF and JCAHO standards. To do so, the incumbent will conduct ongoing intensive reviews and appraisals to ensure the accomplishment of objectives and adherence to standards set by governing bodies and report accordingly to the Service Chief regarding outcomes established.
Performs the administrative and personnel management function relative to staff supervised. Incumbent establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system. Observes worker's performance, demonstrates and conducts work performance critiques. Provides informal feedback periodically evaluates employee performance. Incumbent is able to resolve informal complaints and grievances. Develops work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters. Effects disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests. Incumbent assures that subordinates are trained and fully comply with the provisions of the safety regulations.
Incumbent formulates, interprets and implements policies and procedures for outpatient programs and the Whole Health Service, as appropriate. Incumbent represents the administrative decisions of the Rehab Medicine Service and Specialty Care Chief, and is responsible for the integration of the Wellbeing Programs in WH operations.
The incumbent assists in initiating action to fill Whole Health vacancies and works with the other members of the WH/Rehabilitative Medicine leadership team in interviewing and selecting job applicants.
DIRECT PATIENT CARE: 20%
Services provided within the Whole Health Program may include, but not be limited to bio-psychosocial assessment; interdisciplinary treatment planning; case management; discharge planning/coordination; health care coordination; individual, family and group counseling; crisis intervention; patient and family education; development of daily living skills; advocacy and referral; VA benefits counseling and referrals; community referrals; medical consults screening to insure veteran meets the admission criteria for the program; assessment of Veterans' strengths, abilities, and goals; formatting appropriate veteran focused treatment plan; liaison to community resources.
The incumbent will be expected to perform collateral duties as assigned.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Supervisory Social Worker, GS-13
Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Licensure/Certification. Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
(a) Ability to independently organize work, set priorities, and meet multiple deadlines.
(b) Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.(c) Ability to ensure provision of clinical social work services by supervised social workers.
(d) Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion.
(e) Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service.
(f) Ability to provide staff training and development.
Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. Supervisory social workers at the GS-13 grade level typically supervise professional and non-professional staff. They are responsible for the professional and administrative management of an area in a social work service, in a care/product line, or across multiple sites, (e.g., multi-division facilities and CBOCs). Incumbent may also provide direct clinical services.
