John J. Pershing VA Medical Center (JJPVAMC) is currently hiring a The Recreation Therapist (RT) serves as the Whole Health Program Manager providing oversight to all patient-centered care and whole health system and initiatives across the agency.

Duties

Duties include, but are not limited to: Administers information and analytical systems to evaluate and enhance the quality of service provided to patients. Develops and implements information systems to track service activities including visit, referrals, patient demographics, equipment utilization and patient satisfaction in concert with the Whole Health Leadership. The incumbent will adhere to all current directives of Veterans Healthcare Association (VHA) and meet current JCAHO and CARF standards and accreditations in a timely and efficient manner. The incumbent, in concert with the Rehab Medicine Supervisor, will provide guidance to staff to meet or exceed all CARF and JCAHO standards. The incumbent will conduct ongoing intensive reviews and appraisals to ensure the accomplishment of objectives and adherence to standards set by governing bodies and report accordingly to the Service Chief regarding outcomes established. Performs the administrative and personnel management function relative to staff supervised. Incumbent establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system. Observes worker's performance, demonstrates and conducts work performance critiques. Provides informal feedback periodically evaluates employee performance. Incumbent is able to resolve informal complaints and grievances. Develops work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters. The incumbent serves as a member of the Whole Health Leadership team, and serves on other JJPVAMC committees, focus groups, and administrative/clinical boards, representing Whole Health Service on special projects as deemed appropriate. The incumbent may be called upon to act on behalf of the Rehab Medicine Supervisor when they are unavailable. The job duties of this position require extensive work with public and private community-based agencies, requiring a high level of organizational stewardship skills, diplomacy, and sound judgment. The incumbent will oversee the development and implementation of a financial management system which includes cost and budget analysis, forecasting and control of any funds which may be assigned to the program under the incumbent's oversight. The incumbent is responsible for budget formulation, control point management and ethical and appropriate procurement of supplies. Incumbent is expected to know relevant fiscal procedures and work effectively with Fiscal Management Service. The incumbent performs work related to the review, monitoring, analysis, planning and assessment of various programs and is responsible for key project activities related to the planning, development and implementation of the project component. The incumbent will assure that the staffing components in the programs accurately reflect those reported in the cost distribution report, and will work closely with the Service Chief to warrant appropriate RT staffing in these programs. The incumbent is responsible for submitting reports to the Service Chief, Medical Center Supervisors/Managers and the Executive Leadership team, as appropriate and advising management on issues, making recommendations in a timely manner for improvement in the Services. The incumbent will advise the Service Chief/Supervisor on all key aspects of the WH Wellbeing Programs and will address any special needs for the Service in the Section. The incumbent participates and plans "in-service" training programs and works with the individual staff in identifying learning needs and necessary special educational programs and readings to meet these needs to further staff growth in professional/clinical knowledge and skills. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: The following education requirements apply to the recreation therapist, creative arts therapist (art), creative arts therapist (dance/movement), creative arts therapist (drama), and creative arts therapist (music): Recreation Therapist(a) A bachelor's degree or higher, from an accredited college or university, with a major in therapeutic recreation or recreation/leisure, with an option and/or emphasis in therapeutic recreation. The degree must be approved by the National Council for Therapeutic Recreation Certification (NCTRC);OR,(b) A bachelor's degree or higher in any field from an accredited college or university and must be a certified therapeutic recreation specialist (CTRS). The degree must be approved by the NCTRC. If hired under this education, the certification cannot be waived. Required Certification(a) Recreation Therapist. Applicants must be certified in recreation therapy as a CTRS by the NCTRC. If hired under paragraph 3b(1)(b), certification cannot be waived.AND,(b) Certification. Additional certification in a specialty treatment area in recreation therapy, such as, but not limited to: Physical Medicine/Rehabilitation, Geriatrics, Developmental Disabilities, Behavioral Health, Community Inclusion Services, Aquatic Exercise Therapy/Aquatic Therapy, Adapted Sports, Assisted Technology, Social Skills, etc., or in a directly related field such as, but not limited to: acceptance and commitment therapy, cognitive behavior therapy, dementia, dialectical behavioral therapy, gambling disorder, motivational interviewing, and/or wellness recovery action plan facilitator. Exception: Non-registered and/or non-certified applicants, who otherwise meet the eligibility requirements for registration and/or certification, may be given a temporary appointment as a graduate recreation or creative arts therapist, under the authority of 38 U.S.C. § 7405(c)(2)(B), for a period not to exceed two years. Applicants who fail to obtain registration and/or certification during this temporary full-time appointment may be terminated. The exception only applies to positions at the GS-7 and GS-9 level. For grade levels at or above the full performance level, the candidate must be registered and/or certified. Grade Determinations: Recreation Therapist GS-12: Experience. In addition to meeting the basic requirements, completion of two years of progressively complex experience, which includes one year equivalent to the next lower grade directly related to the position being filled. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: Knowledge of best practice and evidence-based recreation therapy across multiple areas of practice. Ability to perform clinical services and balance organizational responsibilities while developing and implementing effective strategies with great autonomy, at a level compatible with the critical necessity for accuracy and completion. Ability to adapt assessment tools and treatment to the complexity of the diagnosis or disability and demonstrate the clinical reasoning necessary to identify the need for further in- depth specific assessment. Skill in developing, implementing, and modifying recreation therapy treatment plans in response to changing medical, physical, mental, psychological and/or psychosocial conditions, as well as comorbidities. Ability to provide clinical guidance using the advanced knowledge of best practice and evidence-based recreation therapy implementation across multiple areas of practice.vi. Knowledge of how recreation therapy impacts revenue resource allocation, as it relates to complex diagnosis, treatment, and diagnostic coding.
