***This position is with the Facility Management Service (FMS)***The incumbent is responsible for a wide range of administrative functions in support of the FMS to include assisting with congressional inquiries, FTEE allotment, and human resources functions, serve as timekeeper and travel coordinator and perform as LMS Administrator. Ensures all callers and visitors are screened and responds to issues involving established policy and routine matters without involvement from the Chief of FMS.
Duties
Principal Duties and Responsibilities:
Prepare personnel actions, performance appraisal for all of Facilities Management Service.
Maintain a file of correspondence and calendar of events of which the Chief of Facilities Management leadership should be aware.
Receive telephone calls personal callers, determining the identity of the caller and the nature of their business.
Coordinate and maintain various Microsoft Excel spreadsheet and SharePoint applications for the service and maintains all files within the department for future disposition.
Manage and/or prepare responses to correspondence in an organization. Manage a wide variety of correspondence from external stakeholders and determines appropriate
action to be taken.
Assist is screening congressional inquiries, FTEE allotment, and various human resources documents.
Review publications, directives, and other reference material.
Track and document education and training and scheduling multiple interviews for all of Facilities Management Service.
Prepare various departmental and Congressional correspondences for the Director's signature.
Initiate and maintain various reporting systems by gathering and compiling data, statistics, information, etc.
Assembles and enter this information into the proper reporting formats for the Chief's signature.
Maintain (EIL) Equipment Inventory List for the service.
Act as PIV Sponsor for Facilities Management Service. Substantiates the need for a PIV ID badge to be issued to employees and contractors.
Utilize electronic time and attendance functions in the Veteran Affairs Time and Attendance System (VATAS). Enter employees' scheduled tours of duty in advance of each pay period.
Assist managers and staff in projecting staffing needs, writing position descriptions, preparing performance plans and appraisals, processing award requests, drafting disciplinary and adverse actions as well as assisting with the development and execution of organizational charts
Assist the Chief of Facilities Management's in managing payroll and budgetary projections. Exercises control over the Chief of Facilities Management's appointments, with complete management for commitments of time.
Screen all calls and visitors, contractors, answering questions and completing business involving established policy or routine matters without referring people to the proper person.
Review, analyze, and interpret incoming requests, recommends appropriate action, or suggests alternatives based on knowledge of internal operations, agency personnel policies, budgetary constraints, and work priorities.
Coordinate travel for all personnel including funds certification and expense approval.
Process information regarding disciplinary actions, union issues and other confidential materials.
Schedule appointments, coordinate meetings and/or conferences. Research and provide background on subject matter of meetings. Maintain SharePoint data and processes for proprietary programs and updates information as required.
Acts as recorder for the Facility Management Weekly Foreman's Conference, (EOC) Environmental of Committee, Safety Service Committee meeting, Space Committee meeting, and other committees as assigned under the chairmanship of the Chief of and other service leadership.
Attend meetings, prepare minutes, action briefs, tracks follow-up actions, for the reoccurring meetings.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/07/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: One year of specialized experience (equivalent to the GS-05 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Experience that provided knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property. Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills
Education: There is no educational substitution for the GS-06 level.

Physical Requirements: The nature, frequency and intensity of physical activity are sedentary. Work is performed in an office setting. Most activity is through personal and telephonic communications; however, some walking, bending and reaching is required with infrequent lifting of twenty pounds or less.
