This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: As a Lock and Dam Equipment Repairer Supervisor, duties will include serving as Federal Wage System (FWS)Supervisor (Lockmaster)at a large navigation lock and dam within the inland Marine Transportation System (IMTS).
Duties
Plan the use of subordinate workers, equipment, facilities and materials on a week-to-week, project-by-project, month-by-month.
Provide technical direction and/or help in accomplishing difficult, new, or substantially changed work steps, processes, methods, procedures, and operational sequences.
Maintain work reports and records as relates to work of site staff supervised and initiates recommendations for promotion.
Exercise full regulatory authority in controlling river traffic through the facility.
Responsible for the safety of property, personnel, and public at the installation/site.
Obtain and furnish information on river conditions, navigation, operating schedules, planned shipments, vessel movements, etc.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- Individual Districts may determine this position to be Mission Essential based on site-specific conditions. A designation of "Mission Essential" will
be communicated by management to the incumbent(s) if applicable.
- Incumbent may be required to have an American Red Cross Standard First Aid card, CPR, and/or AED in good standing and/or wear a prescribed uniform based on site specific requirements.
- This position meets the criteria for pre-employment and random drug testing under the Department of the Army Drug-Free Federal Workplace Program.
- This position requires work to be in inclement weather.
- This position has a requirement to lift up to 50 lbs. in the regular performance of duties.
- Incumbent may be required to have a valid state driver's license based on job-related, site- specific requirements.
- Incumbent may be required to acquire and maintain appropriate Corps of Engineers equipment operating licenses based on site specific requirements.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Lock and Dam Equipment Repairer Supervisor without more than normal supervision. I am skilled in 1) leading site operating and normal maintenance activities involving lock and dam operation and associated buildings, grounds, and equipment operation and maintenance; 2) planned the use of subordinate workers, equipment, facilities and materials; documented progress of work to provide basis for determining need for changes in procedures, schedules, etc.; 3) assigned work to individual employees involved in lock and dam operating and site maintenance activities and 4) supervise and perform the full range of repairs at lock and dam sites.- Failure to meet this Screen Out Element will result in an ineligible rating.
Physical Effort: Work requires frequent standing, stooping, stretching, climbing and crouching. Lifts and carries items weighing up to 50 pounds. May occasionally lift and carry items weighing over 50 pounds. Uses coordination of eyes, hands and feet, and also of legs and body in installing, repairing, or testing equipment in confined areas such as manholes, enclosed switchgear structures, or on overhead structures. Climbs ladders and poles.
Working Conditions: Works inside and outside, subject to changing climatic conditions, loud noises, prolonged standing, falling, water hazards, drowning, cuts and bruises. Works in cramped places and is exposed to dirt, grease, fumes, and dust; works around heavy construction machinery, with and around power shop equipment. Occasionally will work behind bulkheads or in tunnels below water level.
