This position is responsible for organizing, devising and maintaining an orderly approach to the completion of each day's work. The non-supervisory staff of the non-invasive EKG/Vascular Lab. The supervisor coordinates and monitors studies performed in all areas of the lab: EKGs, chemical and exercise stress testing (Nuclear, IV dobutamine, etc.), holter monitoring & analysis, non-invasive complex vascular procedures, patient education and various clerical duties including coding and data entry.
Duties
Supervisory technician may conduct or participate in any phase of the non-supervisory operation; provides clinical and administrative knowledge, offers education on procedures and issues of routine and non-routine complexity. Keeps staff advised as to job requirements and informs them of personnel matters which affect them. Reviews work of technical staff at varying times either in progress or upon completion. Makes suggestions regarding quality and works with the guidance of the director of non-invasive procedures to set performance standards. Schedules and plans the working hours of non-supervisory staff to provide optimal lab coverage; selectively assigns work, considering such factors as availability, employee capability and special qualifications to achieve the goals of the Cardiovascular section.
Supervisor works with Chief, Cardiovascular Section and Director, Non-invasive Lab in the selection of new employees, procurement of volunteers, coordinates training and directs on the job training for GS-8 employees, instructs front office staff how to answer phone, direct patient traffic and other clerical duties specific to the Cardiovascular department.
Supervisor recommends employees for training courses when available, schedules leave for non-supervisory staff and oversees attendance, recommending action in unusual circumstances.
Supervisor must be able to deal effectively with employee suggestions, complaints and grievances must be able to receive and resolve complaints appropriate to first level supervision, must take disciplinary action when appropriate, and must recommend specific problems and actions to next level supervision when indicated.
Supervisor is independently responsible for evaluating the performance of subordinate employees, and for recommending those employees for awards, promotions or status changes.
Supervisor independently coordinates studies and tests among patients, technicians, physicians and nursing staff in cardiology, nuclear medicine, clinics and wards to provide coverage in performing routine and special tests. Supervisor must ensure that staffing for emergency EKGs is always available and must independently rearrange schedules when workload changes.
Supervisor must arrange to meet in-service needs from CCU, medical wards, admission and outpatient areas.
Supervisor/Technicians work with cardiac rehab in scheduling of stress tests to coordinate appointments for patients to enroll in cardiac rehabilitation.
Supervisor/Technicians register new employees and doctors in the MUSE system and instruct them in the use of the MUSE system for EKG and holter readings.
Supervisor coordinates training of the MUST system for the outlying clinics (CBOC) and troubleshoots their problems or notifies bio med when appropriate.
Supervisor independently orders routine supplies through appropriate channels, following VAMC regulations. Supervisor periodically inspects all equipment and contact biomedical engineering or manufacturers, when mechanical breakdowns occur. Daily, supervisor inspects defibrillator and emergency equipment to confirm function and verifies that laboratory supplies, safety equipment and nursing supplies are available to all areas of non invasive lab.
Supervisor researches and reports to Chief of Cardiovascular services regarding equipment needs and arrangements for manufacturers' demonstrations.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education: There are no specific educational requirements for this occupation. Education may be substituted for experience only at the GS-4 and GS-5 levels.
Licensure or Certification: Licensure or Certification is not required for this occupation; however, it is strongly desirable at GS-6 or above as evidence of possession of the essential knowledge, skills, and abilities. It is strongly desirable to be a registered Sonographer through one of the following: Certification by Cardiovascular Credentialing International (CCI) as a Certified Cardiographic Technician (CCT), Basic Cardiac Life Support (BCLS) and Advanced Cardiac Life Support (ACLS) certifications are also desirable for employees at this level.
English Language Proficiency: Medical Instrument Technicians must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a, this part.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: At least 1 year of experience comparable to the GS-8 level, which is directly related to the duties of the position to be filled, and must fully meet the KSAs at that level. In addition, the candidate must demonstrate the following technical KSAs and the potential to acquire the assignment specific KSAs designated by an asterisk (*):
1. Knowledge of the more complex examination and treatment procedures and techniques in order to provide training and supervision in these procedures.
2. Knowledge of JCAHO and other regulatory requirements.
3. Ability to communicate effectively and professionally with employees at varying grade levels.
*4. Ability to manage and supervise employees.
*5. Ability to provide, or provide for, staff development and training.
Certification. Registration by the American Board of Registration of EEG, CNIM &EP Technologists (ABRET) or the American Association of Electrodiagnostic Technologists (AEET) is highly desirable. Basic Cardiac Life Support (BCLS) and Advanced Cardiac Life Support (ACLS) certifications are also desirable for employees at this level.

The full performance level of this vacancy is GS-09. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-09 to GS-09.
Physical Requirements: The work requires long periods of standing and physical exertion. The technician will lift and bend frequently to position patients for testing. Reaching and stretching is required to set up equipment; pushing and pulling ambulatory equipment is necessary between patient care areas. The incumbent will also be required to walk long distances between testing areas. Dexterity is required.
