This position has full supervisory responsibility over the work operations and employees of the Grounds Crew section of Maintenance and Operations department in Facilities Management Service (FMS) Line of the Corporal Michael J Crescenz VA Medical Center in Philadelphia, PA.

Duties

Duties include, but are not limited to, the following: Performs scheduling and layout of operations, and inspection and surveillance of materials, methods, and equipment used in construction; Reviews contractor's activity plans, specifications, and cost estimates; Develops contracting packages; Plans, schedules and sets priorities for work assignments; Establishes performance standards and evaluates the performance of subordinate leader and employees; Plans, coordinates, and supervises all snow removal operations; Performs daily inspection of the grounds, empties trash cans outside of the buildings and cleans under and around refuse dumpsters; Operates various gasoline powered equipment and assorted hand tools for the purpose of grounds keeping; Completes planting, cultivating, feeding, weeding, trimming, and watering flowers and trees; Operates snow plows, snow blowers, salt spreaders, pickup trucks, and utility vehicles; Moves furniture and supplies; Uses pressure washer to clean side walls, walkways, and equipment; Performs other duties as assigned Work Schedule: Monday-Friday; 8:00am-4:30pm Recruitment & Relocation Incentives: Not authorized Critical Skills Incentive (CSI): Not approved

PHYSICAL EFFORT AND WORK CONDITIONS: The work involves very heavy physical effort when moving furniture (lifts up to 100 pounds), handling 60-pound bags of salt, and operating the jackhammer. The work is mostly outside and in all kinds of weather (sunshine, rain, sleet, snow, etc.) for long periods of time. There is danger of objects and debris when operating power mowers and trimmers and there is a possibility of cuts and bruises. Special care and safety equipment must be used to avoid serious injuries. During winter season, there is exposure to temperatures below 32 degrees F when performing snow removal duties. During summer season, there is exposure to temperatures above 90 degrees F. Applicants will be rated in accordance with the OPM Federal Wage System Qualifications. For this position, the job element method is used to match what you, the applicant, can do against what the work calls for. Your knowledge, skills and abilities will be compared to the knowledge, skills and abilities (called job elements) needed for success. Your qualifications will first be evaluated against the prescribed screen out element (WG-2 and higher only; screen-outs are not applicable to WG-1). Applicants who appear to meet the screen out element are considered for further rating; those who do not are rated ineligible and are eliminated from consideration. The potential eligibles are rated against the remainder of the job elements.
