Duties
-Provides staff level coordination and consultation for fisheries, wetlands, riparian and general environmental programs.
-Provides technical analysis and synthesis of data associated with special status species and applying the principles and criteria of the National Environmental Policy Act (NEPA), the Endangered Species Act (ESA), and the Clean Water Act (CWA).
-Provides technical advice for instream flows and reservoir management, water quality, fish and wildlife habitat and riparian protection, habitat restoration, fish passage problems, fish screen requirements, operation of Reclamation mitigation hatcheries, national and local
environmental compliance and endangered species restoration and recovery.
-Plans, develops, and executes field investigations of fish and other aquatic species population responses to complex water operations in the Delta and associated riverine systems.
-Serves as liaison with outside agencies at Federal, state, and local levels regarding collection and dissemination of aquatic information.
-Prepares or reviews Biological Assessments, Environmental Assessments, and Environmental Impact Statements. Reviews study data, reports, agreements, and recommendations prepared by contractors or staff to assure technical adequacy and sound biological resource/scientific methodology.
-Surveys and monitors land and water resource conditions and environmental quality standards, prescribes corrective actions to protect resource values, establishes best management practices, investigates trespasses, administers segments of resource management
programs, and protects and conserves special status species and cultural resources.
-Documents resource conditions through monitoring techniques and using Geographic Information System (GIS), Global Positioning System (GPS), maps, and aerial photography.
-Plans and implements improvement projects such as erosion control, fish, and wildlife habitat management, fencing, wetland and riparian area restoration, and other vegetative management prescriptions for improving land and water resources.
-Coordinates specific biological and water quality activities with representatives of other Federal, State, and local agencies. Such coordination includes exchange of biological information, data, and reports, obtaining up-to-date information on sampling programs,
biological studies and new methods and techniques of analysis; and participating at conferences and technical meetings.
-Provides aquatic and natural resource input and Reclamation's viewpoint to interagency teams and other groups of biologists, engineers, managers, county and city planners, agricultural interests, conservation, and other public interest groups.
-Provides coordination with Reclamation personnel in the planning and implementation of any mitigation or restoration programs to be established within recreational areas, as well as any ESA compliance issues which may arise within the recreational areas.
-Coordinates with other area office personnel and regional personnel, as well as local, state, and Federal agencies, to ensure compliance with administrative and operational constraints and any stipulations or constraints set forth in the Resource Management Plan (RMP), pertinent to the subject recreational area.
Qualifications
To be eligible for consideration, you must first meet the Basic Education Requirement for this position, having the following -
Degree: Bachelor's degree (or higher degree) in biological science that included at least 6 semester hours in aquatic subjects such as limnology, ichthyology, fishery biology, aquatic botany, aquatic fauna, oceanography, fish culture, or related courses in the field of fishery biology; AND at least 12 semester hours in the animal sciences in such subjects as general zoology, vertebrate zoology, comparative anatomy, physiology, entomology, parasitology, ecology, cellular biology, genetics, or research in these fields, or excess course work (beyond the required 6 semester hours) in aquatic subjects.
OR
Combination of Education and Experience: Courses equivalent to a major in biological science (i.e., at least 30 semester hours), of which a minimum of 6 semester hours were in aquatic subjects and 12 semester hours were in the animal sciences, as shown in A above, plus appropriate experience or additional education.

To qualify at the GS-09, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-07 level in federal service having demonstrated experience in providing project support and technical assistance for a wide range of fishery and environmental issues of major impact to the operation of the water and power systems These examples are not all inclusive.

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
To qualify at the GS-11, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-09 level in federal service having demonstrated experience in developing and conducting biological assessments and studies of migrating fish populations, aquatic organisms, and water quality assessments with emphasis on anadromous fish. Work demonstrates familiarly with computerized ecological models of fisheries data and fish population responses to water flow, water operations and water quality parameters. These examples are not all inclusive.

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
