This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as Natural Resources Program Manager (Chief Ranger) of the Forestry, Fish and Wildlife Section at the J. Strom Thurmond Dam, a large multiple-purpose lake project, which has a massive forestry program, substantial recreation activities, and high annual visitation of visitors.
Duties
Provide leadership and supervise a team of 2 rangers, a conservation biologist and a forester to manage the largest forestry program in the USACE Civil Works Program.
Supervise the Forestry, Fish and Wildlife Section of the J. Strom Thurmond Project Office.
Administers timber management (including harvest, prescribed burning, and replanting), aquatic weed control (including monitoring, chemical applications etc. ), wildlife management, cultural resources and endangered species programs
Develops and executes plans to support natural resources management activities (e.g. forest management, aquatic plant management, wildlife food plot management, etc
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must obtain and maintain a valid state drivers' license.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position requires the incumbent to wear prescribed uniform as identified in ER 1130-2-550.
- This position requires incumbent to work days, evenings, weekends, holidays, or special situations.
- This position requires the incumbent to be subject the hazards associated with working in and around inclement weather. The incumbent must follow all the safety rules and regulations and make sure that all work meets those requirements.

A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: one year of specialized experience which includes: Planning, coordinating, and directing the execution of complex natural resource and recreation programs and developing and implementing sometimes controversial natural resource management and protection programs, e.g. (fish and wildlife management, soil conservation, forestry and vegetation management, fire protection, cultural resources protection, and resolution of encroachments on public land).This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
