This position is located within the Finance Management Service at the Carl Vinson Medical Center, Dublin CVVAMC, GA. The Auditor serves as an Accounting Auditor for the Accounting Section within the Financial Management Service at the Carl Vinson Medical Center.

Duties

Duties include but are not limited to: Analyzes and evaluates current general accounting methods and procedures in terms of adequacy and effectiveness. Makes day-to-day decisions regarding unusual and complex managerial cost accounting transactions. Conducts daily examination of various managerial cost accounting transaction listings, cost accounting reports, financial statements, and project fund balances to ascertain accuracy and completeness of data. Implements and evaluates financial management activities that integrate cost accounting, labor mapping, and financial reporting in order to accomplish program requirements and meet short/long-term goals and strategies. Develops improvement processes within the audit scope of cost accounting. Identifies cost accounting variability such as inadequate maintenance of monetary controls, inaccurate records and reports, improper methods for document control, and lack of documentary evidence to support performance of regulatory reconciliations. Conduct routine reviews of cost accounting transactions which requires the application of generally accepted accounting principles to ensure technical accuracy of accounting records. Performs periodic internal audits and prepares documentation for external audits. Reviews and analyzes programs and procedures related to receiving, validating and recording accounting transactions affecting the asset, liability, expense and revenue accounts of supported activities. Evaluates General Ledger account balances for accuracy and integrity of data. Analyzes subsidiary ledgers for accuracy and integrity of data. Knowledge of internal accounting systems and commercial software packages to present financial data and analysis to customers. Communicates effectively and maintain working relationships with management, administration, staff at various levels within and outside the organization. Provides an inclusive workplace that fosters the development of others to their full potential. Engages internal and external stakeholders in efforts to integrate services within local capacity and available in the larger network. Collaborates with and provides education and consultative guidance to co-workers for routine accounting transactions. Recommends changes, modifications and improvements in operating procedures. Consults on solution of management problems and provide alternatives. Recommends new controls or deletion of present controls that are ineffective. Conduct routine reviews of accounting transactions which requires the application of generally accepted accounting principles to ensure compliance with regulations. Performs necessary research to reconcile account balances. Performs necessary research to reconcile account balances in subsidiary ledgers. Allows for full participation by all employees; facilitates collaboration, cooperation, and teamwork. Works in support of constructive resolution of conflicts. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/01/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirements: An IOR is a basic requirement that must be met in order to qualify for entry into this job series, and it is something that can't be waived. The education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. To qualify for the GS 0511 occupational series, applicants MUST possess one of the following: Basic Requirements for Financial Auditors and Attestation Auditors Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the Individual Occupational Requirement as listed above, You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Professional knowledge and experience in the following: theory, concepts, principles, and practices of accounting; financial and performance auditing standards; development, implementation and assessment of clinical information and management systems; comprehensive knowledge of current issues. trends and anticipated developments in healthcare delivery and financing; planning, conducting and evaluating long-range studies; planning activities in the public and private sectors related to the cost and price of patient care; report monitoring and tracking; qualitative and quantitative evaluative methods with application to clinical management and quality oversight; statistical software programs and current computer systems; IT software systems for managerial, financial, logistics and capital asset management databases.; develop performance specifications and standards for audit review programs and activities; plan, analyze, determine cost benefit relationships, and coordinate functions, operations, and teams or interfacing administrative systems.. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You must have an combination of specialized experience and education beyond 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree and specialized experience to meet total qualification requirements at the GS-11 level.
