The primary purpose of this position is to manage the public affairs program providing planning, directing, and organizing employees. Serves as adviser to the Commander. Directs, media relations, social media, community relations, internal information, visual information, communication planning, contingency response, special event planning, security and policy review.

Duties

As Chief of Public Affairs, plans, organizes, directs, and evaluates the organization's Public Affairs program. Serves as the organization's senior Public Affairs adviser and leader in assigned areas of responsibility. Directs the execution of a comprehensive Public Affairs program integrating media relations, social media, public web, community/Congressional relations, internal information, visual information, communication planning, contingency/crisis response, special event planning, security and policy review, and Public Affairs resource management elements. Represents the office with a variety of installation and local governmental, public, civic, service, industry, educational, and media organizations. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.

  • TRAVEL AND RELOCATION EXPENSES WILL BE PAID in accordance with the JTR AND AFMAN 36-606.
  • This is a Centrally Managed Position in the 1035 Series, Public Affairs Career Field.
  • May be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • Recall to duty may be a requirement of this position.
  • May be required to escort news media representatives to a forward operating location in the event of a deployment or other operation.
  • Must be able to obtain and maintain a Secret Clearance

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, for GS 1035 Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide variety of communication principles, methods, practices, and techniques; analytical methods; and interpersonal relations practices. Skill in applying such knowledge in the modification of standard methods and adaptation of approaches in developing new information materials aimed at enhancing the understanding of groups or individuals of the significant issues of Air Force programs. Knowledge applicable to and skill in assessing public reaction and identifying extent of understanding achieved to evaluate effectiveness of information programs. Knowledge and skill sufficient for developing new information materials including news releases, fact sheets, brochures, booklets, broadcast spots, etc., that increase communication with the agency's various publics. Knowledge and skill sufficient for providing representatives of the print and broadcast media, trade associations, and industrial representatives with timely and accurate explanations of agency policies and regulations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the concepts, principles, policies, and practices of a Public Affairs program. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Knowledge of written and oral communication and visual information principles, methods, and techniques to determine the need for, plan, coordinate, conduct, and evaluate Public Affairs and multimedia activities. 4. Skill in gathering, evaluating, and interpreting data to arrive at valid conclusions and offer meaningful recommendations. Skill in producing written information for audiences with different levels of understanding. 5. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 6. The employee will be required to obtain and maintain a security clearance. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
