The primary purpose of this position is to to serve as Senior Contract Price/Cost Analyst and lead or piecing teams involved in the full range of contract price/cost analysis functions on acquisitions for major weapon systems, etc.

Duties

Perform the full range of contract price/cost analysis and negotiation functions in a pricing support office that is responsible for analyzing and evaluating a wide variety of proposals for major weapon systems, research and development, and base contracting support. Develop and negotiate contractual pricing arrangements and incentives. Present the Air Force pricing objective/evaluation to senior Air Force management for their review and approval to proceed with negotiations/awards. Participate on special projects designed to improve the overall effectiveness of pricing skills and knowledge of AAC contracting personnel. Fully support and participate in implementation of management programs such as process improvement and other initiatives, safety, and security of Air Force assets and information.

  • This is an acquisition coded position. Selectee may be required to obtain the appropriate level of APDP certification within 24 months of employment

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, DoD Instruction (DoDI) 5000.66, Defense Acquisition Workforce Education, Training, Experience, and Career Development. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. *** NOTE *** Applicants must meet the basic requirements and specialized experience as stated in this announcement. GS-12 BASIC EDUCATION QUALIFICATION REQUIREMENTS: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate. NOTE: YOU MUST SUBMIT COPIES OF OFFICIAL COLLEGE TRANSCRIPTS. OR A current member of the Armed Forces (not retired or separated) OR a current DOD employee that meets the following requirements: 1) served as a contracting officer with authority to award or administer in excess of the Simplified Acquisition Threshold (SAT) on or before 30 September 2000; 2) served in an 1102 position or as a Service member in a similar occupational specialty on or before September 30, 2000; OR, (3) is an enlisted member of the Contingency Contracting Force (CCF). This exemption only applies to CCF members in their current or future CCF positions. The baccalaureate degree exemption does not apply to current CCF members seeking new hire employment within DoD as an 1102. or (4) is described in subsection (e)(1)(B) of 10 USC 1724. NOTE: MUST SUBMIT TRANSCRIPTS WITH APPLICATION. AND SPECIALIZED EXPERIENCE for GS-13: Applicants must have, or within 120 days will have, at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of knowledge and skill sufficient to provide expert technical leadership in the full range of contract cost/price analysis. Must be able to lead a pricing team consisting of other price analysts, industrial engineers, etc. Mastery of contract price/cost analysis knowledge to formulate and implement pricing policies and provide policy interpretation to the buying offices. Mastery of knowledge in areas such as parametric pricing estimating, complex cost estimating models, price-based acquisition and commercial pricing. Ability to communicate effectively and efficiently in leading pricing teams and providing and defending pricing policies. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Mastery of a broad range broad range of cost price and cost analysis techniques, methods, and regulatory and statutory requirements in order to develop highly specialized, complex contractual pricing arrangements and incentives as related to USAF and DoD major weapons systems/subsystems in the pre-award process. Comprehensive knowledge of a wide range of contracting methods and contract types in the area of major weapons systems acquisition sufficient to independently perform pre-award contract price/cost analysis. Knowledge of private industry business practices and market conditions applicable to pricing and cost analysis of complex procurements of major weapons systems/subsystems. Knowledge of related disciplines and functions involved in the systems acquisition process, such as systems engineering, financial management, logistics, etc., and their interrelationships with contract pricing. Ability to independently research and advance modified cost pricing methods, procedures, and techniques. Ability to communicate and negotiate effectively, both verbally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Basic Requirements for GS-13 and Above

  1. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4-years' experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

  2. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

  3. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.

  4. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision-making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.
