As a Construction Analyst, you will serve as an Estimator and Scheduler for all types of projects, from prospectus level to small program level projects, and serve as the cost manager advocate for the Public Buildings Service.Location of position: GSA, Public Buildings Service, Northwest Arctic Region, Leasing Division or Design and Construction Division.We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

Prepares cost estimates with bid level detail for construction, lease construction, renovation, repair and alteration projects and provides assistance, expertise and guidance to project managers on cost, pricing, market, and related items. Gathers data and analyzes estimates and develops the government expenditure position for proposals for changes involving modifications of buildings needing unique specifications and ensures ADA compliance etc.  The incumbent reviews moderate to non-complex cost estimates and price proposals submitted by architecture and engineering (A&E) firms. Provides guidance and analysis to technical personnel on several aspects of A&E and construction costs, including materials, labor, escalation predictions. Estimates incorporate major aspects of Federal guidelines, codes and directives including design, construction and contracting regulations including applicable aspects of Federal Acquisition Regulations (FAR), ethics considerations under Chapter 18 of the US Code. Provides consultation and review services for costs and technical review to design teams to ensure projects are designed within budget. Prepares schedules for detailed construction activities on projects as required; reviews and analyzes construction schedules submitted by GSA Construction Managers and Contractors, recommends to Contracting Officers and project managers the validity and acceptability of such schedules and recommends approval or disapproval or changes as necessary. Provides support to contracting officers in negotiations with construction company representatives and attorneys to settle significant or controversial claim issues involving estimated costs and payments. Makes recommendations, provides support, guidance and cost estimate impacts on contract specifications, detailed technical descriptions, construction practices, contract interpretation, for Indefinite Quantity Construction contracts. Provides support and assistance with implementation cost management quality control procedures, including maintaining common project phase checkpoints for cost and budget checks.

  • Meet all eligibility criteria within 30 days of the closing date

Qualifications

Specialized experience is the preparation of plans, specifications and estimates of materials and costs for the construction, extension, alteration, or repair of government, institutional or commercial buildings.
