Duties

Temporary Assignment: To meet agency needs, this position will be filled on a temporary basis not-to-exceed (NTE) 2 year(s), with possible extension(s) for an additional 3 year(s). You may be returned, at any time, to the position you held prior to this temporary promotion or to a different position of equivalent grade and pay, and that the return is not subject to the procedures found in 5 C.F.R. §§ 351, 432, 752, and 771. At management's discretion, you may be permanently placed to this position without further competition. In this position you will serve as the Digital Analysis Auditor (DAA) reporting to a Field Director located within the Trade Regulatory Audit (TRA) in the Office of Trade, U.S. Customs and Border Protection, Department of Homeland Security (DHS). This position starts at a salary of $98,496.00 (GS-13, Step 1) to $128,043.00 (GS-13, Step 10) with promotion potential to $128,043.00 (GS-13 Step 10). In this position you will perform a wide range of audit operations research and analytical activities in support of RAAAS which includes serving as a lead auditor in charge of conceptualizing, developing, and implementing innovative solutions improving the audit technology and analytics processes to include restricted management-only systems, or trade intelligence. Typical duties include and are not limited to the following: Performing or providing analysis for a geographically dispersed team of auditors delving into and exploiting automated record keeping systems during audits of major multinational corporations of major targeted businesses. Collaborating with the Office of Information and Technology (OIT) and the Office of Trade's Trade Transformation Directorate and Operations Directorate programmers for developing, enhancing, implementing, and monitoring sophisticated management TRA information systems. Examining and developing technical innovation solutions for their Field Office leadership in accordance with SID policy and procedural requirements whereby they develop strategies to access, extract, analyze and validate multivariate accounting data and relationships within and across corporate electronic data processing (EDP) systems. This includes, designs develop, modifies, and utilizes automated audit testing tools, techniques, statistical sampling schemes, and extensive hardware/software applications to exploit automated EDP systems. Applying advanced concepts of operations research, statistics, and scientific methods and techniques in identifying and solving a variety of complex challenges to advise and develop strategies on measurement of the design, development, deployment, maintenance, and enhancement of largescale, advanced projects while working on tasks that are unique and very difficult to define, requiring unconventional approaches and the application and adaptation of sophisticated analytical techniques. Performing investigative studies involving the development or application of methodologies, which extend beyond the present state-of-the-art or involve and require highly original and imaginative approaches involving the performance of quantitative and qualitative analysis, data quality assurance, and develops graphics and reports based on the analysis and interpretation of formative and summative operational and management program statistics and capabilities.

Basic Requirement: You must provide supporting documentation in your application to show you meet the basic requirement below: A. Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in accounting, auditing, or a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR B. A combination of education and experience - at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR 2. A certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal non-conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. You qualify for this position if you possess one year of specialized experience as described below and meet the basic requirement listed above. Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Developing and maintaining relationships among team members, divisions, components, as well as external stakeholders, as appropriate in the development of work products and represents the agency. Planning, implementing, and managing multiple projects, audits and/or other engagements that are broad in scope and/or complex with limited guidance and within established time frames. Conducting audits and other audit related activities by applying audit techniques, laws, and regulations and generally accepted government auditing standards to ensure compliance with all applicable laws and regulations. Researching complex information and concepts and assembling the findings into a comprehensive report or document and providing briefings regarding significant issues. Preparing written reports, information papers, briefings, status reports, and other documents related to auditing and other financial matters and priority issues with limited oversight. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 10/30/2023.   • Knowledge of computer technology, hardware, and software applications pertinent to audit or program assignments with specific focus on requirements collection, application development, program management, and software application implementation.
  • Skill in analysis, problem solving, consulting and in applying new facts, concepts, and developments to enhance audit programs and identify potential disruptive technologies such as assessing cryptocurrency.
  • Knowledge of organizational structures and management objectives and procedures and the technical authority and experience to translate this knowledge into practical solutions. Superior interpersonal and administrative skills to organize and coordinate thorough, systematic, professional efforts to meet complex data management needs by anticipating requirements, providing written or oral reports with conclusions, alternatives, and recommendations on national policies, projects, or studies for OT and TRA.
  • Knowledge of theory and techniques of applied operations research methods at a comprehensive, professional level. Extensive knowledge of research methodology relative to OT matters used to evaluate analytical and operational research procedures being used or developed to assess the vulnerabilities of organizational programs, operations, employees, and databases.
  • Knowledge of executing all-source intelligence compilation, analysis, production and dissemination, timely assimilation of disparate data; rending of knowledgeable and accurate assessments regarding the intelligence implications of such data; and effective presentation; synthesis of information into coherent and meaningful pictures, or visualization of trends and patterns to convey intelligence to the appropriate audience for awareness, status updates or to inform operations; plus assessment, estimation and forecasting regarding evolving or emerging national economic security threats; recommendation of appropriate courses of action.
