About the Position: As a division chief at the 413th Regional Contracting Office, Fort Wainwright, Alaska is responsible for managing all phases of the division contracting functions. With coordination through the Director, advises executive office personnel/staff/project managers, customers in all phases of the acquisition process.

Duties

Serves as a Procuring Contract Specialist, responsible for the assigned workload. Develops procurement objectives in terms of competition and price range, and constructs the contractual vehicle including use of pricing arrangements, subcontracting policy, set-aside policies, and similar considerations. Monitors contractor’s performance for compliance with terms and conditions. Monitors subcontracting for compliance with plans. Develops Government position for defense in the form of an extensive litigation file reflecting the Contracting Officer’s position on all issues and provides expert testimony if needed during trials. Assigns workload, determines priorities, reviews completed work, and interprets/applies regulations/directives/policy statements.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for CONTRACTING certification within 36 months as of entrance on duty.
  • Must be able to obtain and maintain a contracting officer's Class II or higher warrant within 6 months.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This position is designated as Mission Essential. Employee can be required to remain on duty or report for duty during contingency operations or other emergency situations.
  • Commensurate with mission requirements, the incumbent can be required to work overtime and other than normal duty hours which may include evenings, weekends, and/or holidays. Call back and emergency duty are regular requirements of this position.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: 1) Performing pre- and post- award contract activities such as: contract modifications, conducting contract negotiations; 2) Resolving issues associated with contract requirements to ensure the successful execution of contracts; and 3) Providing contracting support to a broad customer base. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
