This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This vacancy exists within the office of the PEO CS&CSS, JLTV. However, the referral list generated by this announcement may be used to fill future vacancies in the PEO CS&CSS & PEO GCS, with duty location at Warren, MI and/or Selfridge, MI.

Duties

Responsible for managing the preparation, documentation, and presentation of system Life Cycle Cost Estimates. Provides guidance on the considerations and application of cost analysis and prepares cost estimates in Automated Cost Estimating – Integrated Tools (ACEIT) for the Project Manager. Maintains knowledge of current acquisition policy and major supporting requirements that relate to life cycle cost forecasting. Ensures proper application and integration of cost analysis principles with technical and engineering considerations of the program to assist in acquisition and fielding of systems. Establishes and maintains a cost-effective balance between acquisition costs, cost of ownership, and system effectiveness. Requires the application of scientific analysis to managerial problems which may be formulated in mathematical terms and involves the development of structural parameters which must be estimated by statistical methods. Prepares supporting cost information for the preparation of the Program Objective Memorandum, Budget Estimate Submit, and the President’s Budget. Provides evaluation of contractor proposals and completed analysis reflecting cost and funding requirements.

  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectee must meet position requirements for practitioner certification in (P) Business - Cost Estimating within 60 months as of entrance on duty.
  • This position has a Temporary Duty (TDY) or business travel away from your permanent duty station requirement of up to 10% of the time.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • Must be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. EDUCATION REQUIREMENTS (IOR): Education must have been completed in a U.S. college, university, or other educational institution that has been accredited by one of the accrediting agencies or associations recognized by the U.S. Department of Education. A. Have successfully completed all of the requirements for a Degree in Operations Research. (Note: You MUST attach a copy of your transcripts showing you meet this requirement.) OR B. Have a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, economics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. (Note: You MUST attach a copy of your transcripts showing you meet this requirement.) In addition to the basic education requirements identified above, applicant must also describe the experience you possess that demonstrates your ability to perform the work of an Operations Research Analyst at the NH-03 grade level or equivalent pay grade level in the Federal Service. SPECIALIZED EXPERIENCE: In order to qualify for this position, your resume must describe at least one year of specialized experience equivalent to the NH-02 or (GS-11 equivalent) level which includes: 1) Utilizing cost analysis systems to prepare cost estimates for the project manager; 2) Determining reliability and validity of assumptions and implications of data and present findings; 3) Preparing cost comparisons to ensure project costs do not exceed budget (e.g. Analysis of Alternatives (AoA), Cost Benefit Analysis (CBA), or Economic Analysis). The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 ( or GS-11 equivalent).
