This position is located in the Bureau of Administration, Office of the Procurement Executive, Office of Acquisitions Policy, Policy and Oversight Division (A/OPE/AP/PO), in the U.S. Department of State. The Office of the Procurement Executive provides overall leadership and support for the Department’s acquisition and assistance activities, including developing, issuing, and maintaining acquisition policy, regulations, procedures and guidance.
Duties
Prepares, reviews and coordinates significant management and statistical reports that analyze Department procurement and contracting program.
Reviews proposed legislation, Executive Orders and regulations for applicability, preparing for publication and implementation procurement directives and guidelines.
Leads or participates in the development of long-range procurement programs, procurement automation, databases, and major system development and acquisition.
Provides authoritative advice, assistance and direction to purchasing and contracting activities; oversees the full range of contract management, procurement, and quality assurance for the Division.
Provides the full range of first level supervision to staff.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants applying for the GS-15 grade level must meet one of the following requirements to qualify for this position:
IN ADDITION to the requirements below, all applicants must be Federal Acquisition Certification in Contracting (FAC-C) Level III certified, as outlined on the Federal Acquisition Institute (FAI) website (https://www.fai.gov/certification/fac-c) or Defense Acquisition Workforce Improvement Act (DAWIA) Level III certified, as outlined on the Defense Acquisition University (DAU) website (http://icatalog.dau.mil/onlinecatalog/CareerLvl.aspx?lvl=3&cfld=3). Applicants whose certification is over two years old, must also have completed 80 Continuous Learning Points (CLPs) every two years. The 80 CLPs every two years must be from the issuance date of certification and valid through the closing date of the announcement.

1. Copy of initial FAC-C (Professional) certification or DAWIA Contracting (Professional) certification.
AND
2. AND
A. In addition to completing the mandatory FAC-C (Professional) or DAWIA Contracting (Professional) training requirements, you must have at least 4 years of experience in contracting or related positions AND at least 1 full year of this experience is specialized and equivalent to at least the GS-14 level in the Federal service AND completed a 4-year course of study leading to a bachelor's degree with a major in any field from an accredited college or university AND this degree included or was supplemented by 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
OR
B. In addition to completing the mandatory FAC-C (Professional) or DAWIA Contracting (Professional) training requirements, you have occupied your position, which is classified in the GS-1102 series, since January 1, 2000 AND have one full year of specialized experience equivalent to the GS-14 level in the Federal service that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position as described in paragraph A above under qualifying specialized experience.
Qualifying specialized experience must demonstrate the following:
Experience managing contracting and procurement activities.
Experience performing and overseeing contract administration functions.
Experience developing and establishing contracting policies and processes.
Experience conducting negotiations regarding contract requirements.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
Ability to assign, review, and supervise the work of others;
Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
Ability to adjust to change, work pressures, or difficult situations without undue stress;
Willingness to consider new ideas or divergent points of view; and
Capacity to "see the job through."
