Duties
Joining the Customs and Border Protection, Office of CBP Watch , will allow you to use your expertise in managing critical program segments for which both the scope of the work will have agency-wide or government-wide impact. This position starts at a salary of $155,700.00 (GS-15, Step 1) to $183,500.00 (GS-15, Step 10) with promotion potential to $183,500.00 (GS-15 Step 10).
This position serves as the Assistant Director, Emergency Management Division for U.S. Customs and Border Protection (CBP), Operations Support, CBP Watch within the Department of Homeland Security (DHS). CBP Watch serves as an agency-wide center for information-sharing and analysis available 24 hours a day, 7 days a week supporting CBP operators, analysts, and facilitating decision makers in support of the CBP Enduring Mission Priorities by shaping and delivering critical and timely information within a multi-domain national border security environment. The Emergency Management Division is the primary integrator of continuity related operational information, situational awareness, and decision support to CBP field personnel, leadership, and inter-agency partners. The Emergency Management Division supports disaster response, planned event coordination, and emergency readiness and response efforts. The Emergency Management Division monitors the severity of incidents and assesses the Lead Field Coordinator's (LFC) capacity to manage the well-being of CBP personnel and resources. Emergency Management Division directs programs and processes designated to advance CBP in being resilient in the execution of its essential functions.
In this Program Manager position you will work to support CBP operators, analysts, and facilitating decision makers in support of the CBP Enduring Mission Priorities by shaping and delivering critical and timely information within a multi-domain national border security environment. Major duties may include but are not limited to:
Managing and directing, through subordinates and subordinate supervisors, the day-to-day operations of Preparedness Division to ensure smooth continuity of operations as well as timely and accurate operational information flow to the Commissioner, Deputy Commissioner, and CBP senior leadership;
Coordinating with senior level law enforcement managers to manage and approve significant incident reporting and coordinate incident response;
Working with the Office of Intelligence to ensure all incidents, threats, and events are coordinated with the appropriate intelligence information; and
Overseeing the development of all applicable operating policies, procedures, and reporting protocols. Ensuring that such are followed during normal operations and that all guidelines and processes are operable during heightened alert levels or during other incidents and events.
Qualifications
Experience: You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Managing projects involving broad and in-depth analysis and evaluation of programs relating to emergency management, incident management, or preparedness.
Providing advice on incident management issues to senior officials of an organization and determining program goals and objectives with nationwide scope or impact.
Developing measures to evaluate program performance, making recommendations for improvements, and managing program resources.
Partnering with other Federal, state, and local law enforcement partners to implement emergency management, incident management, or preparedness programs.

You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 10/30/2023.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
Working for the U.S. Government as a federal civilian or as a member of the military
A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
Participation in a study abroad program sponsored by a U.S. affiliated college or university
Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
