You will serve as a SENIOR INSTALLATION MEDIA PROGRAM MANAGER in the ENVIRONMENTAL BUSINESS LINE of NAVFAC SOUTHWEST.

Duties

You will be the Air Program Lead responsible for ensuring environmental compliance, reporting Title V and other regulatory and DoD Air Program requirements, and integrating them into mission operations and facilities management. You will ensure environmental compliance for obtaining, modifying, and managing facility permits. You will represent the installation and tenants in resolving routine and complex compliance issues. You will provide environmental compliance technical expertise and guidance to tenant activities on the installation.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

FOR THE 0819 ONLY: This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0819 series. Your license must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. You MUST provide a copy of your current license with your application. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing technical expertise in air compliance issues, policies, and regulations in the management of air quality program permitting and compliance, including Title V permits; 2) Preparing official correspondence, point papers, reports, and environmental permits and related documentation in compliance with federal, state, and local laws associated with the Clean Air Act; 3) Leading or assisting others in managing, administering, and providing environmental support for one or more environmental program areas; 4) Interpreting and applying laws, regulations and standards applicable to base operations. Basic Requirements for 1301 Series

1. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

2. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
