This position is located within the Education and Staff Development Service at the VA Hudson Valley Health Care System in Montrose, NY. The Training Specialist is substantially involved in course development using recognized industry methods and standards focusing on the measurement of outcomes with instructional support for Medical Center Education Programs.
Duties

NOTE: This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the GS-09 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds.
Plans and develops education program/projects for a large organization (involves diverse educational, business, economic, cultural and social considerations such as Equal Employment Opportunity and workplace diversity);
Designs curricula/trainings for assigned topics;
Evaluates training using the Kirkpatrick Method and designs courses with the Instructional System Design process;
Determines learning objectives, organize course content and develops instructional design plans for full length courses;
Develops innovative and effective methods for improvement in education or training programs;
Instructs in classroom and via modalities such as Microsoft Teams;
Summarizes data, trends and/or opportunities and presents recommendations for new courses or course modifications;
Contributes, evaluates, delivers, plans, develops, promotes, implements and schedules presenters/participates for existing and new educational programs and projects;
Reviews educational products based on education standards, style guidelines, and quality;
Develops new policies or revises policies covering education programs, activities or functions;
Acts as Talent Management System (TMS) Learning manager;
Works with an on-line learning management system and develops interactive e-learning training;
Works with media and multi-media resources to provide a vivid and engaging learning experience;
Experience with leadership development is essential, supervisory experience a plus;
Performs other directly related duties as assigned.
Work Schedule: Monday through Friday, 8:00 am - 4:30 pm

Qualifications
To qualify for this position at the GS-9 grad level, all applicants must meet one of the following:
Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Training Specialist, and that is typically in or related to the work of the position to be filled and experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Qualifying specialized experience include: (1) Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s); (2) Supervising or administering a training program; (3) Development or review of training/course materials, aids, devices, etc., and evaluation of training results; (4) Work in an educational occupation or subject-matter field that required training or instructing others on a regular basis. The work requires knowledge of on-line management systems and interactive e-learning. NOTE: NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. ~OR~
Education: A master's, or equivalent degree or successfully completed 2 full years of progressively higher-level graduate education leading to a degree in education or a subject area related to this position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position and must have been obtained in an accredited college or university. Combination: Equivalent combinations of successfully completed progressively higher-level graduate education (beyond the first year) and specialized experience, as described above, which meet the total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Education must have been obtained in an accredited college or university. NOTE: If you select this option, you must submit a copy of your transcript (unofficial or official) with your application. Education: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to a degree in education, or a subject area related to this position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position and must have been obtained in an accredited college or university. Physical Requirements: No special physical demands such as above average ability, dexterity or strength are required to perform the work. Work is sedentary and the person in this position may sit comfortably. There may be some walking, standing, bending, carrying of light items, etc. Fieldwork may involve traveling to meetings, conducting education programs, and locating sources of information. Work is usually performed in offices, meeting rooms or similar settings. Work may involve travel, including the normal everyday risks and discomforts of auto and air transportation. There may be occasional exposure to conditions in buildings under construction, repair, or demolition.
