Serve as the Accounting Technician for the Fiscal Service. The position accepts and supports the mission, vision, and guiding principles of the Orlando VA Healthcare System. We provide Budget management, Accounting, Payroll and Travel support to the VISN.
Duties
Duties consist of the following, but are not limited to:
Perform various work functions for the Orlando VA Healthcare System, outlying clinics/CBOCs, and VISN 8 offices and special programs.
Perform thorough review of obligations that have been established by Contracting, Logistics and Service lines to determine accuracy of costing and appropriateness of purchase orders according to VA Financial Policies.
Review miscellaneous obligations, contracts and other purchase orders in accordance with established procedures.
Ensure 2237 and estimated obligations (1358s) and modifications are processed daily.
Ensure that all Electronic Delivery (EDI) orders are reviewed and completed before 12 noon to ensure timely delivery to the warehouse.
Review and approve receiving reports for transmission daily.
Review all financial systems data for two Stations.
Research daily rejects and ensures corrections are made to resubmit in the financial systems for two Stations.
Responsible for monitoring and assisting with processing of Beneficiary Travel Reimbursements, settlement payments, monthly FQAM audits in relation to UDO/ASP and processing all operations reports provided by the Agent Cashier Office.
Completes daily, weekly and monthly reports for the various stations and special programs.
Prepare reports of significant findings with appropriate recommendations to the Supervisor.
Ensure all areas are reviewed related to Financial Indicator measures and ensure necessary action is taken for all locations processed by the Orlando VA Healthcare System to prevent unfavorable results.
Review, audit for accuracy, and reconcile their assigned fund control point balances against the status of allowance and the Financial Management System (FMS).
Solves problems while performing a variety of duties related to special projects involving administrative or support issues.
Extract and assemble information, develop reports or presentations for all locations and programs serviced by the Orlando VA Healthcare System.
Perform alternate agent cashier duties as needed. Must maintain training and provide coverage regularly.
Perform such other duties and assignments of equal scope and complexity relating to general accounting matters as may be assigned by the Supervisor.
Work Schedule: Monday-Friday 8:00am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/01/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Perform accounting duties in accounting systems; Process expenditures; Review and verifies documents for accuracy; Perform work involving the collection, compilation, and/or tracking of data and statistical information; Perform review of purchase card orders; Performs clerical, assistant or technician level work in support of Budget, Auditing, Payroll; Analyze reports and to identify trends, potential problems areas in the financial systems; Hands on experience with accounting regulations.

Physical Requirements: The work is primarily sedentary. Incumbent must walk moderate distances between work and meeting areas at the assigned duty station or drive when working or visiting other locations for meetings. Work is typically performed in an adequate office setting or teleworking. Some official travel may be required.
