About the Position: This position is on the Neonatal Level II Unit. This Neonatal Level II Unit is staffed with an interdisciplinary group of providers that allows babies born as early as 32 weeks gestation to be treated at Alexander T. Augusta Military Medical Center. This position requires rotating shift work to include nights, weekends, and holidays.

Duties
Responsible and accountable for administering clinical and educational activities to augment the knowledge, skills and abilities of all levels of assigned nursing personnel.
Utilize advanced nursing knowledge and skill in assessing, planning, implementing and evaluating educational programs and clinical nursing practice, acting as an advocate for patients, patient populations and staff.
Mentor staff nurses, graduate students and other health professionals to acquire new knowledge and skills, apply the principles of evidence-based care and to translate research into practice.
Develop educational plans and measurable objectives in accordance with the department and Command mission and goals.
Develop, plan, implement, evaluate and revise major clinical specialty programs.
Perform as a systems leader, facilitating the provision of clinically competent care by staff/team through education, role modeling, teambuilding and quality monitoring.
Assist staff in the development of innovative, cost-effective programs or protocols of care.
Determine when evidence-based guidelines, policies, procedures and plans of care need to be tailored to the individual.
Requirements
- Appointment to this position is subject to a background investigation to determine your suitability for Federal employment.
- This position may have specific initial background investigation and periodic re-verification requirements since its duties require interaction with children and youth under the age of eighteen (18) years of age on a recurring basis.
- This position requires the incumbent to have tuberculosis testing.
- This position has mandatory seasonal influenza vaccination requirements and is subject to annual seasonal influenza vaccinations unless otherwise exempted for medical or religious reasons (documentation of exemption must be provided upon hire).
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position requires the incumbent to fulfill credentialing requirements and obtain and maintain appropriate/relevant clinical privileges.
- This position may require the incumbent to work on any day or shift, including PMs, nights, weekends, holidays, or on an "on call" basis, necessary to meet mission requirements.
- This position has been designated Mission Essential. In the event of severe weather conditions or other such emergency type situations, the incumbent is required to report to work or remain at work as scheduled to support mission operations.
- Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
- This position requires that you obtain and maintain a Basic Life Support (BLS) certification.
- This position requires the incumbent to obtain and maintain Neonatal Resuscitation Program (NRP) certification
- This position requires the incumbent to obtain and maintain S.T.A.B.L.E certification.
- This position requires that you obtain and maintain a Pediatric Advanced Life Support (PALS) certification.
- Moderate to heavy lifting up to 40lbs.

Basic Requirement for Nurse (Specialist):
Degree: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. (Note: You must attach a copy of your transcripts.).
Licensure: A current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States; and you must have passed the National Council Licensure Examination.
Foreign Degree: A degree from a Foreign Nursing School. Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.
Exemption: You are exempt from the basic requirements above if you are a current federal employee occupying a position in the 0610 occupational series and have been continuously employed in this occupational series since September 27, 2017 or before. Applicants claiming this exemption must meet the requirement below. Note: You will be required to provide appropriate documentation to the respective Human Resources Office to validate your status.
Degree or diploma from a professional nursing program approved by the legally designated State accrediting agency at the time the program was completed by the applicant.
Active, current registration as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Professional Nursing Experience: One or more full years of professional nursing experience which includes professional nursing experience in all areas of maternal-infant care in an inpatient setting such as specialized feeding, neonatal resuscitation, assessment and care of premature and ill infants; conducting maternal-fetal assessments; stabilizing and transitioning newborn at delivery; initiating emergency resuscitative measures according to adult/infant resuscitation protocols.. This definition of professional nursing experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
