You will serve as a TECHNICIAN in the Navy On-Site Team (NOST) located at Lockheed Martin (LM) in Manassas, VA of NAVUNSEAWARCENDIV NEWPORT RI.
Duties
You will represent the PMS4012 program office regarding AN/BQQ-10 submarine SONAR system and AN/BYK-6 Architecture submarine system as well as other systems of interest.
You will directly support the Naval Undersea Warfare Center (NUWC) NOST Integrated Development Product (IDP) Development Coordinator in all aspects of software development and certification.
You will be responsible to work with government employees and contract personnel to meet software deadlines and maximize productivity, efficiency, customer service, cost, quality, and safety objectives.
You will provide engineering support and will be responsible for communicating vital information and knowledge to design, software, and production engineers.
You will review software and hardware designs, assess computer software stability and performance via integration and test processes.
You will recommend to the Program Office the appropriate scope of testing in order to certify the hardware and or software destined for USN platforms.
You will evaluate and recommend changes to concepts of SONAR system operations, training methods, or test approaches to the cognizant program office and developer community.
You will plan and evaluate the conduct of analyses, test, and studies, to assess and recommend improvements to existing systems or work-around approaches to fleet identified problems.
You will report metrics to team leads and provide technical and programmatic support to include participation in technology working groups, attending meetings, conducting analysis of technical options, and providing technical recommendations.
You will identify and document ship set acquisitions required to meet AN/BQQ-10(V) installation need, including notifying the Project Manager and PMS4012 of acquisition shortfalls as a result of schedule changes.
You will maintain an effective Integrated Product and Process Development (IPPD) relationship with the contractor and assigned NAVSEA or IWS program offices.
You will coordinate the formal and informal exchange of information between the government and the contractor to achieve the program’s objectives.
You will enhance the Navy's ability to be a "smart buyer" by providing the ability to conduct timely assessments of product progress and maturity, and supports the early detection of problem area.
You will communicate of system shortfalls with Navy representatives and NAVSEA leadership and recommend risk mitigation strategies.
You will coordinate the resources necessary to incorporate new functionality including simulators, stimulators, production representative hardware, and developmental software.
You will provide clarifications to system functional requirements taking into account impacts across the entire system and where necessary correcting conflicting objectives or requirements among all stakeholders.
You will participate in developmental test and provide early assessments of the progress, quality, and product maturity.
You will make recommendations to PMS 401 and NUWC leadership for system readiness for delivery or for at-sea testing.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
NT-5: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 pay band (GS-11/12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying a wide range of technical engineering principles to support the testing and installation of SONAR systems.
NT-4: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-3 pay band (GS-09/10 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying technical principles in the design, development and certification of SONAR software.
