This position is located at the National Soil Survey Center (NSSC), Soil Science Division (SSD), Soil Survey and Resource Assessment (SSRA) Deputy area. The incumbent serves as National Leader for Soil Business Systems. The incumbent manages all business functions for the SSD and serves as the Soil Business Area Analysis Group (SBAAG) Lead. In addition, the incumbent manages the human and physical resources of the Geospatial Research Unit of the NSSC.

Duties

Oversees and monitors the capabilities of the MLRA Soil Survey Office’s computer environment on a national basis, including local office hardware and peripherals to increase the efficiency of office work. Exercises delegated authority to oversee the planning, direction, and timely execution of soil database systems and applications utilized by NRCS Conservation Planners to provide services to landowners across the U.S. and four U.S. Territories. Provides authoritative technical information on any and all aspects of the program provides leadership in the development of innovative applications of geospatial tools to support SSD Mission areas. Works with managers and technical staff at all levels of the NRCS to ensure research findings are properly and effectively integrated into required programs. Serves as the Contracting Officer’s Representative (COR) for any and all associated agreements and contracts. Coordinates and evaluates the work of technical personnel engaged in advising operating officials of approved database and application programs and of personnel available for mission requirements. Plans and directs program and budget, resource, integration, management analysis, workforce, and equipment documentation.

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying: Specialized Experience for the GS-14: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-13 grade level in the Federal service, performing the following duties: Assisting with all aspects of program management such as coordinating or approving travel, equipment, training, and hiring; Providing recommendations or guidance on soils or ecological sciences; Providing recommendations or guidance on a state or regional soil survey program; Supervising technical writing to provide instructions and documentation; Supervising or participating in a regional soils program; AND Conducting human resource functions related to employee performance and personnel actions. (Your resume must CLEARLY demonstrate this experience) Specialized Experience for the GS-15: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-14 grade level in the Federal service, performing the following duties: Managing all aspects of program management such as coordinating or approving travel, equipment, training, and hiring; Providing technical leadership in soils or ecological sciences; Providing technical leadership on a state or regional soil survey program; Communicating in writing and providing oral presentations to various stakeholders; Supervising or participating in a national soils program; AND Proving oversight and approval on human resource functions related to employee performance and personnel actions.
