About the Position: Procurement Analyst position for Mission and Installation Contracting (MICC) located at Fort Knox, Kentucky. The incumbent is responsible for the analysis, review, and evaluation of a myriad of unusual, unique, complex procurement policies associated with the acquisition process and/or controversial contracting matters. Serves as a subject-matter expert in discussions with Department of Defense (DoD) components receiving contract support from the contracting activity.
Duties
Serve as Procurement Analyst responsible for the analysis, review, and evaluation of procurement policies associated with the acquisition process.
Serve as action officer to develop recommendations for solicitations and contracts according to regulatory requirements.
Provide advice/training to management/staff/customers on procurement issues and/or policy proposals to ensure mission requirements are met
Responsible for training/communicating ideas, proposed innovations, and/or lessons learned to enhance overall efficiency and effectiveness of Government operation
Conduct special studies to determine and resolve contractual issues.
Evaluate contract actions taken by installation Contracting Offices to insure compliance with Federal, Department of Defense, Department of Army, and contracting activity acquisition instructions.
Conducts research to analyze the latest market trends, commercial practices, and technological advances.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The incumbent of this position is required to obtain and maintain a Secret security clearance.
- This is an Army Acquisition, Technology, and Logistics (ATL) Workforce position.
- Selectee must meet position requirements for Acquisition Contracting Certification within 36 months of entrance on duty per the DoDI 5000.66, change 3.
- The incumbent of this position is required to submit pre-employment financial statement disclosure (OGE-450) and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position requires temporary duty (TDY) travel up to 25% or less of the time.
- One year trial/probationary period may be required.

Basic Requirement for Procurement Analyst:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes 1) Providing acquisition and/or contracting advice or assistance 2) Preparing and providing procurement analysis/reviews of contracting documents in the capacity of a contracting officer; AND 3) Analyzing and interpreting acquisition laws, regulations, policies, and procedural requirements, and resolving issues and/or problems associated with contract operations.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal Service at the next lower level grade or equivalent (GS-11).
