This position is assigned to the Bureau of Land Management (BLM), Oregon/Washington State Office; Medford District Office.

Duties

As Program Lead in the District Office for Wildlife issues, they develop procedures and standards and review and interpret program policy. The incumbent serves as principle staff specialist to the District Manager on wildlife biology program issues. In that capacity, the individual provides advice and guidance on issues of current research in the field and its application to bureau habitat management, automation of wildlife management programs, and policy determination and interpretation. This person leads and coordinates Section 7 consultation and is responsible for tracking timelines and ensuring targets are met. The employee coordinates with local government agencies, other State agencies, federal agencies, tribal councils, other BLM offices, interest groups and the District Office program lead contacts. They serve as the BLM representative on interagency committees. The employee is responsible for negotiating cooperative agreements and memorandums of understanding with special interest groups and other organizations in the State. The employee develops responses to Congress and other requests for information about the wildlife biology program for the District. The incumbent provides training and orientation on new program initiatives to the State, District and Field office employees. He/she provides technical guidance and assistance to the Districts and Field offices on planning documents, use authorizations, feasibility studies and other activities within the wildlife biology program. The incumbent evaluates procedures, standards, and compliance of the District and Field offices through technical program reviews and special evaluations. He/she reports findings and makes recommendations to remedy identified problems. The employee must follow up on proposed solutions and responses to determine progress toward alleviating program concerns.

Qualifications

In order to qualify, you must meet the experience and/or education requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application. You must meet the BASIC Requirement *AND* the ADDITIONAL Requirement in order to qualify for this position. BASIC Requirement for the 0486 series: A. Degree in biological science that included: At least 9 semester hours in such wildlife subjects as mammalogy, ornithology, animal ecology, wildlife management, or research courses in the field of wildlife biology; and At least 12 semester hours in zoology in such subjects as general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses in such subjects (Excess courses in wildlife biology may be used to meet the zoology requirements where appropriate.); and At least 9 semester hours in botany or the related plant sciences. Note: You must submit your transcripts. OR B. Combination of education and experience: equivalent to a major in biological science (i.e., at least 30 semester hours), with at least 9 semester hours in wildlife subjects, 12 semester hours in zoology, and 9 semester hours in botany or related plant science, as shown in A above, plus appropriate experience or additional education. Note: You must submit your transcripts. *AND* ADDITIONAL Requirement: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level in which you are applying: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) providing leadership and/or support for all aspects of terrestrial wildlife habitat and species management; (2) monitoring processes or documents for compliance with federal laws such as the Endangered Species Act (ESA); (3) consolidating submissions of annual work and budget plans for the wildlife management program; or (4) monitoring project activities by coordinating with other field office wildlife biologists, other organizations, professional societies, and interest groups. Status merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade.
