Duties

You will perform the full range of duties concerned with the design, layout, and construction of facilities such as multi-story office buildings, steam plants, hospitals, industrial type shops, and recreation facilities. You will review and interpret new and established directives, instructions, regulations and delegations of authority for potential impact on major program objectives, operating policies, work operations, funding requirements and progress. You will plan and carry out assignments; resolve most conflicts which arise; coordinate the work with others as necessary; and interpret policy on own initiative in terms of established objectives. You will utilize knowledge of construction standards, methods, practices and techniques, materials, and equipment to determine compliance with regulations and standards. You will solve a variety of engineering problems associated with the operation and maintenance of utility systems.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Conducting and directing various engineering studies, investigations, and evaluations of utilities and energy systems to determine capabilities and deficiencies; 2) performing preliminary engineering analysis on large and complicated projects; 3) evaluating and monitoring short- and long-range planning and projects involving alterations, improvements, expansion, maintenance, and repair of facilities and utilities system; 4) making decisions on non-routine, costly, or controversial design and/or architect-engineering-related utility and energy management project specifications ; and 5) communicating both orally and in writing on a professional level. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
