The Recent Graduates Program affords developmental experiences in the Federal Government intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs. Current students who are scheduled to graduate within nine months may also apply to these positions. However, these students cannot be appointed until after graduation and the official degree has been awarded and conferred.

Duties

Assist members of an interdisciplinary team with planning with land management plans, compliance documents, and agreements. Provides input for fuels and fire management. Provide assistance to other resource program managers in the design of fuels management prescriptions and implementation plans. Review environmental documents, and fire management plans of other agencies and stakeholders which will affect the unit. Provide input in the development of resource objectives and guidance for implementation of projects and programs. Aid in the development of fuels treatment alternatives to support management decisions while adhering to applicable laws, regulations, policies, and guidelines. Evaluate individual fuels treatments as well as the effectiveness of the assigned program and makes recommendations for improvement. Collect information through a variety of methods, including field surveys, computer modeling, and specific literature searches. Provide input for developing monitoring plans and assists with the monitoring needed for project planning and implementation. Gather information for training on multi-disciplinary field studies related to fuels management program issues to determine effectiveness of treatments. Employ the smoke management program to ensure compliance with state air quality standards. Communicate with federal, state, and local government air quality officials in their development of operational procedures and reporting requirements.

Requirements

  • Must be at least 18 years of age and meet education requirements.
  • Must be suitable for Federal employment as determined by a background investigation.

  • A signed participant agreement is required for employment under Pathways.
  • This may be a bargaining unit position represented by the National Federation of Federal Employees, IAMAW.
  • This is a Test Designated Position. You will be tested for illegal drugs prior to appointment and randomly thereafter. Appointment and continued employment is conditional on negative results.
  • Must pass the Work Capacity Test for certain Interagency Fire Program Management or Fire Program Management positions.
  • Minimum of 90 days of wildland firefighting experience is required.
  • Willing to live/work in remote locations (volatile/unpredictable).

This eligibility period cannot extend more than six years from the date on which the requirement for the academic degree or certificate was received. You must possess the qualifications requirements identified below to be considered qualified for this position. Your application or resume must clearly show that you possess the experience requirements. Transcripts must be provided for qualifications based on education. Provide course descriptions as necessary. Basic Requirement: GS-0401-05: Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in a major field of study that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. Related course work generally refers to courses that may be accepted as part of the program major. OR Combination of education and experience that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, AND experience sufficient to demonstrate that I possess the knowledge, skills, and abilities required to perform work in the occupation that is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field needed to perform the work of the occupation Specialized Experience Requirement: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. For the GS-05 level: No specialized experience required. Applicants who meet the basic education requirements described above are fully qualified for the GS-05 entry grade. Selective Placement Factors A minimum 90 days experience performing on-the-line (Primary/Rigorous) wildland fire suppression duties as a member of an organized fire suppression crew or comparable unit that utilized knowledge of wildland fire suppression, containment or control techniques and practices under various conditions. This experience must be documented with specific dates in the online application or resume. FIREFIGHTER RETIREMENT COVERAGE: This is a secondary position covered under the special retirement provisions of 5 USC 8336(c) for the Civil Service Retirement System and of 5 USC 8412(d) for the Federal Employees Retirement System.

The term positive education requirement refers to an Office of Personnel Management (OPM) determination that the duties of a scientific, technical, or professional position cannot be performed by an individual that does not have the prescribed minimum education. Note regarding certificate programs: A certificate program is defined as a post-secondary education, in a qualifying education institution, equivalent to at least one academic year of full-time study that is part of an accredited college-level, technical, trade, vocational, or business school curriculum. While recently graduating from a certificate program may afford you Recent Graduate Program eligibility, it may not be sufficient in terms of qualification standards for the series and/or the grade level.
