You will serve as a FINANCIAL MANAGER in the COMPTROLLER DIVISION of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC.

Duties
You will assist in establishing policy, formulating management direction, identify critical processes affecting customer satisfaction and/or major cost waste.
You will analyze complex corporate requirement submissions and ensure the integration and formulation of the overall substantive corporate workload requirements.
You will ensure the translation of operating program plans into financial plans while dealing with multiple-source funding and reimbursable work and services.
You will serve as principal consultant and advisor to the Commander/ESG and to all other levels of management within the Command.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Advising on all budgetary policy and planning for the command and field organizations; 2) Interpreting and applying DoD financial concepts (laws/regulations/guidance); 3) Managing all aspects of pay compensation for employees; 4) Directing, coordinating, and overseeing the work of a team of accountants and analysts.
