The Aviation Safety Action Program (ASAP) Manager, Part 121, serves as primary interface between the Certificate Management Office (CMO) and assigned air carrier to promote and oversee the Aviation Safety Action Program. The position is available to any Aviation Safety Inspector specialty.

Duties

The Aviation Safety Action Program (ASAP) Manager, Part 121, serves as primary interface between the Certificate Management Office (CMO) and assigned air carrier to prevent accidents and incidents by encouraging employees of the carrier to voluntarily report safety issues and events. Has program responsibility for the vehicle whereby air carrier employees can identify and report safety issues to management and the FAA for resolution. Assists the CMO in compiling data of data for the Surveillance Evaluation Program (SEP). Performs inspections, surveillance, and certification duties on the air carrier, its airmen and designees as directed by the Front Line Manager of the CMO. Has program responsibility to assure that the air carrier meets Federal Aviation Regulations with respect to their operations programs. Reviews, recommends approval, and maintains a Memorandum of Understanding (MOU) that sets forth all operational elements of the Aviation Safety Action Program. This MOU is a written agreement between the FAA, the air carrier, and any third party such as employee labor organizations or their representatives. Serves as the CMO representative on the air carrier's ASAP Event Review Committee (ERC) that includes representatives of company management and its employee labor organizations. Prepares documents that provide data for improving the air carrier's current systems. Assists the air carrier in planning for future systems based on voluntary reports from their employee's of safety issues, which may involve alleged violations of Title 14 of the CFR. Assists the air carrier in developing programs that use compatible data collection, analysis, storage, and retrieval systems. Determines solely or in concert with the ERC if safety-related reports submitted by air carrier employees qualify for inclusion in ASAP.

  • Valid state driver's license is required.

Qualifications

General Requirements for All Positions:Not more than two separate incidents involving Federal aviation regulations violations in the last 5 years;Valid State driver's license;Fluency in the English language;No chemical dependencies or drug abuse that could interfere with job performance; andHigh school diploma or equivalent.Medical Requirements for All Positions:Applicants must be physically able to perform the duties of the Aviation Safety Inspector position in a safe and efficient manner, and must meet all of the following requirements:Have good distant vision in each eye and be able to read printed materials the size of typewritten characters (glasses and contact lenses permitted) without strain;Have the ability to hear the conversational voice (hearing aid permitted);Not have any physical condition that would cause them to be a hazard to themselves or others or that would interfere with their ability to fly as passengers in a variety of aircraft.In addition, applicants for positions that require participation in the operation of aircraft must:Possess a valid second-class medical certificate in accordance with Federal Aviation Agency (FAA) regulations; andPass recurrent medical examinations as prescribed by the FAA.Applicants not requiring valid second-class medical certificates who are tentatively selected will be required to:Provide documentation from a board-certified physician certifying that they meet the minimal medical requirements; orIndividuals who do not meet the minimum medical requirements but who are otherwise qualified will receive an individualized assessment to determine whether they can perform the essential functions of the position.Specialized Experience, Training, And Certification Requirements For Specific Positions:Applicants must meet specific requirements as outlined in the Office of Personnel Management Aviation Safety Series, Qualification Standards for Operations, Avionics, and Maintenance Specialties or Human Resource Policy Manual Policy Chapter Supplements for Aircraft Dispatch, and Cabin Safety specialties. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience may include but not limited to conducting flight crew training and testing required by appropriate FARs, FAA-approved training programs, and current testing standards. Conducting enforcement investigations and preparing final reports and recommendations on disposition. Monitoring assigned air carrier ground and flight training.NOTE: Recency of specialized experience and the need for a valid second-class FAA medical certificate is waived for employees in the 1825 series.To assist in determining qualification requirements, applicants transferring between specialties at the same grade level are strongly encouraged to complete the appropriate Qualifications Assessment Tool (QAT) check sheet and upload it along with their resume.
