This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

Responsible for the supervision, administrative management, and direction of the outpatient physical therapy programs at the Goose Creek (GCR) and Myrtle Beach (MYB) Community Based Outpatient Clinics (CBOCs) within the Physical Medicine and Rehabilitation Service (PMRS) at the Ralph H. Johnson VA Medical Center RHJ V AMC). S/he is expected to carry out general duty assignments and serves as subject matter expert in Physical Therapy. The incumbent is the point of contact (POC) for facility programs involving Physical therapy. This position is located at the V AMC, GCR CBOC or MYB CBOC. Duties include but not limited to: Responsible for the supervision of the outpatient Physical Therapy services and programs at the GCR and MYB CBOCs. Coordinates the physical therapy services at the GCR CBOC with the DOD component per the Resource Sharing Agreement. Provides technical oversight of the PTs and PT As whom he/she supervises. Demonstrates a great deal of autonomy in performing supervisory responsibilities that include, but are not limited to, assigning and evaluating work of subordinate staff, as well as resolving problems which may interfere with the delivery of physical therapy by staff members. Provide physical therapy in more complex cases, develop and initiate new treatment programs which apply current research findings, participate as an instructor in the facility's in-service clinical training, consult with staff physicians through patient presentations, clinics and conferences, and interview candidates for positions in the section; recommending appointments, advancements, or, when appropriate, disciplinary actions; evaluate performance; and identify continuing education and training needs. Responsible for the examination and treatment of Veterans referred to the GCR/MYB Physical Therapy Clinics. Develops and provides timely reports to the Chief, Physical Medicine and Rehabilitation Service (PMRS). Works closely with the Administrative Officers of the GCR and MYB CBOCs in clinical, administrative and facility issues. Plans and carries out assigned duties, resolves conflicts that arise, coordinates work with others as indicated and interprets policy on own initiative in terms of established objectives. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education and Experience: Applicants must meet at least one of the requirements: ) Bachelor's degree in Physical Therapy AND five (5) years of progressively independent experience as a physical therapist. (2) Master's degree in Physical Therapy AND two(2) years of progressively independent experience as a physical therapist. (3) Doctorate degree in physical therapy. Applicants must be a graduate of a Commission on Accreditation in Physical Therapy Education (CAPTE) accredited college or university. The CAPTE is the only accreditation agency recognized by the United States Department of Education (USDE) and the Council for Higher Education Accreditation (CHEA) to accredit entry-level physical therapy programs. Verification of accredited programs may be obtained from the American Physical Therapy Association (APTA) at www.apta.org. (4) Foreign Graduates. Graduates of foreign physical therapy programs meet the requirements if they have a full unrestricted and current license to practice physical therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia. Licensure. Applicants hold a full, current, and unrestricted license to practice physical therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia. English Language Proficiency. Individuals appointed under authority of 38 U.S.C. chapters 73 or 74, to serve in a direct patient-care capacity in VHA must be proficient in written and spoken English. See Chapter 2, section D, paragraph 5a, this part May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS- 13 Physical Therapist (Supervisory) Experience. In addition to meeting the basic requirements, one year of progressively complex experience equivalent to the GS-12 grade level. In addition, the candidate must demonstrate all the following KSAs. Demonstrated Knowledge, Skills, and Abilities 1. Knowledge of contemporary physical therapy across multiple areas of practice, and the demonstrated ability to apply this knowledge to provide clinical guidance to Staff PTs within the department. 2. Knowledge of human resources administration, including such functions as the ability to interview and select qualified applicants, monitor and evaluate performance, and maintain effective labor management relations within scope of responsibility. 3. Ability to effectively supervise, direct, and manage a diverse physical therapy staff. 4. Skill in forging positive interpersonal relationships and conflict resolution. 5. Ability to analyze clinically appropriate data effectively to optimize quality, performance, and productivity within the section. 6. Ability to set priorities, delegate tasks, and solve problems in order to meet multiple deadlines and identify/address organizational problems. 7. Ability to manage advocacy roles and planning activities within the VA and the greater rehabilitation community. Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety, and be performed by the incumbent at least 25% of the time. Supervisory PTs are responsible for the supervision, administrative management, and direction of the physical therapy program in a rehabilitation service or equivalent service-level department which consists of three or more PTs or other multi-discipline staff. The incumbent provides supervision of key clinical and training programs, including the overall technical oversight of the staff that He/she administratively supervise. Supervisors are responsible for the development and implementation of policies and procedures to address focused clinical needs and the overall services delivered and provided within the section. He/she demonstrates autonomy in performing supervisory responsibilities that include, but are not limited to, assigning work to employees, monitoring workload and clinical volume, reviewing work of employees to assure accuracy and validity of submissions, assuring adequate clinical staffing, imposing disciplinary measures, and monitoring clinical privileges. He/she is required to provide overall clinical supervision that assures the proper coordination and delivery of care within the section and the facility.
