This Supervisory Program Analyst position is in the Business Office at the VA Manchester Medical Center, located at Manchester, NH. This position is full-time at 40 hours per week.

Duties

The incumbent will be the supervisor for the Health Benefits Unit, Veteran Transportation Program, and Facility Telephone Operators as a Supervisory Medical Administrative Specialist for the Business Office at the Manchester (NH) VA Medical Center. The incumbent provides a high level of administrative support to the Business Office, local facility leadership and clinical services. Duties include, but are not limited to: Assigns and monitors workload for Business Office programs and staff (Veteran's Eligibiity, Veteran Transport Program, Telephone Operators.) Provides training for clerical/administrative staff for the Business Office programs (Veteran's Eligibiity, Veteran Transport Program, Telephone Operators.) Investigates patient complaints on eligibility, travel and customer service issues and prepares written response. Prepares letters, memorandums and other written communication. Prepares correspondence in response to inquiries from Veterans, Congressmen, Senators, Veteran Services Representatives, and other individuals. Responsible for leave administration, recruitment and placement, position management and classification, preparing position descriptions, and implementing continuing education activities. Coordinates and supports mechanisms for successful data capture and maximizing data management efforts. Reviews, verifies, and analyzes data submitted for consistency with financial and program objectives, and adherence to VA directives. Plans, schedules, and conducts evaluations and recommend ways to improve the effectiveness and efficiency of beneficiary transportation and related appointment scheduling at the Medical Center. Manages, controls, secures, coordinates and implements computer activities of mini-computer systems. Maintains the data systems, and structures the final product to meet expected results. Reviews budgets and develops plans to meet budgets as it pertains to the Business Office. Uses MS Word or comparable word processing software to execute several office automation functions such as storing and retrieving electronic documents and files; activating printers; inserting and deleting text; formatting letters, reports and memoranda; and transmitting and receiving e-mail. Uses MS Excel or other comparable spreadsheet software to develop and change spreadsheets in order to graphically display data. Communicates verbally and in writing explaining recommendations and providing guidance and advice to other program administrators, responding to inquiries, preparing reports and interacting with leadership within and outside the VAMC. Develops performance standards, evaluates work, administers disciplinary actions, counseling employees whose performance is marginal or unsatisfactory. recommends awards and bonuses for supervised personnel. Work Schedule: Monday - Friday 8:00 am - 4:30 pm Telework: Telework Ad-Hoc work can be performed on an as needed basis anywhere other than a VA facility or using VA-leased space (example: home). Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment. Current Federal employees must submit copies of their most recent SF-50, (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held. This is not a Bargaining Unit position. This position is covered by locality-based comparability pay. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/01/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Specialized experience is defined as: proposing, planning, implementing, and monitoring resources utilization in respect to cost control. Analyzing and evaluating, quantitative or qualitative information to increase the effectiveness of departmental program operations. Analyzing new or proposed legislation or regulations to determine impact on programs. Identifying data required for use in the management and direction of programs. Providing consistent and efficient information to upper-level management. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Degree must be relevant to the position to be filled. (NOTE: Transcripts must be submitted with application to receive credit for this substitution).
