The Dayton Veterans Affairs Medical Center (VAMC) is recruiting for a Inventory Management Specialist (NX) position. The Inventory Management Specialist (NX) position will function within Supply Chain Management. The primary role of the Inventory Management Specialist (NX) is a Property Manager in the Material Management Division of the Logistics Service in the VA Health Care System responsible for the inventory and lifecycle management of all non-expendable (NX) equipment in the assigned area.
Duties
The Inventory Management Specialist (NX) duties include, but are not limited to:
Ensures equipment accountability and appropriately managed, assigned and monitored.
Schedules and conducts physical inventories.
Maintains accountable property and receipt documents.
Develops and supports the creation of acquisition strategies and standardization initiatives to acquire and purchase durable medical equipment.
Analyzes data impacting procurement decisions.
Conducts market research on product pricing and performance.
Researches and conducts analysis of potential cost savings, efficiencies and process improvements using quantitative analysis and historical usage patterns.
Utilizes performance measures to conduct forecasting and quantitative analysis.
Identifies and rectifies asset management issues.
Conducts short, mid and long-term advanced planning for non-expendable assets.
Utilizes inventory principles, standard, and non-standard methodologies, and concepts to determine need to intervene in the supply system.
Analyzes and advises on equipment purchase recommendations.
Initiates and reviews reports for lost, damaged, or stolen property.
Researches alternative sources for equipment procurement.
Disposes of surplus or excess property.
Utilizes automated property management systems to manage facility property accountability program, create equipment records, research discrepancies, conduct inventories, bar code equipment and manage turned in excess property.
Manages the property management program and determines the means and methods to resolve issues and improve operations.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/03/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05, for a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Inventory Management Specialist (NX) GS07
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Qualifying specialized experience includes: conducting research and maintaining perpetual inventory accounts for non-expendable equipment in a data base system; determining required sources of equipment, purchase card program and simplified acquisition procedures; using bar code scanning equipment and appropriate tagging equipment to implement property accounting systems; researching and analyzing information to resolve questions and issues, and improve operations; and advising on the management, control, and accountability of equipment in use. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 1 full year of graduate level education that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a bachelors degree.
Inventory Management Specialist (NX) GS09
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: maintaining inventory control records in an automated system; managing a property management program and determining the means and methods to resolve issues and improve operations; determining required sources of equipment, purchase card program and simplified acquisition procedures; researching and analyzing information to include tracing sequences of inventory management transactions; and advising on the management, control and accountability of equipment in use. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have ???????successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. of J.D. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond in excess of the first year (18 semester hours)

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements:
Involves a mix of working in an office environment to working in a warehouse to assist in processing new equipment receipts and entering into the EIL. A great amount of time walking and climbing stairs is required to conduct on-site inventories of EIL equipment. Lifting of up to 40 pounds is required when receiving new equipment at the facility and preparing for the sale of excess property. Work conditions are often indoors, but could occasionally be dirty, hot, humid or unusually cold when involved in property inventories, disposal of equipment, transferring of equipment between serviced locations and recycling centers. Work is performed generally in an office setting with access to a personal computer and computerized and manual equipment records. Frequent trips to areas throughout the VA HCS and catchment areas, including Veterans' rooms to conduct equipment inventories and assist with problems are required. Work is also routinely performed in warehouse areas where pertinent safety and security procedures must be followed. May be directed to travel to all VA HCS and catchment area locations to perform equipment management duties, transferring of equipment and disposal/recycling of equipment.
