We expect to fill 1 vacancy at this time; however, if needed, other locations within the Montana/Dakotas State, District or Field offices may be considered based on need and management discretion.
Duties
Selection at the GS 09 level, the incumbent will perform the duties of the position,, with a reduced level of responsibility and/or difficulty, while receiving on-the-job trainee assignments or other appropriate training.
At full performance level, duties include, but not limited to, the following: Implements analytical techniques necessary to solve complex procedural and factual geospatial and GIS issues.
Assists in the integration of Enterprise Geographic Information Systems (GIS) with long/short term planning.
Identifies interrelationships within data and applies layers of geographic data to produce spatial analysis and derivative maps to promote effective and economical management of natural resources.
Completes analysis using standard methods and tools.

GS 09: You must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that is equivalent in difficulty and complexity as indicated by the following examples: Experience working in an Enterprise Geographic Information System Specialist (GIS) environment, including version editing, posting to corporate databases. Experience in cloud-based mapping (ArcGIS Online), working with map services, webmaps, mobile workflows, managing mobile devices for users. Managing and maintain geospatial data in a logical system in compliance with agency standards. Experience with ESRI software (ArcGIS Pro) performing cartographic and vector/raster analysis with various geoprocessing tools to assess cumulative impacts and support natural resource management decisions. Compiling data from various definitive sources.

Education: Successfully completed a Master or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., in a major in any field that provided the knowledge, skills and abilities necessary to do GIS work such as: Geographic Information Systems, Cartography, Geomatics, Photogrammetry.

Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
GS 11: You must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that is equivalent in difficulty and complexity as indicated by the following examples: Editing and maintaining geospatial data, completing analysis using standard methods and tools, producing cartographic mapping products, assisting in development of standards and applications, assisting in the facilitation of sharing and distribution of data, working with a diverse group of resource specialist, planners, and managers coordinating and implementing GIS activities and projects, assisting in the integration of Enterprise GIS with the long and short term planning and management activities. Provide technical user support and assistance for GIS software, advice in spatial analysis and map product creation. Train small groups in basic GIS skills, new workflows, keeping users apprised of changing technologies.

Education: Successfully completed a PhD or equivalent graduate degree or three full years of progressively higher level graduate education leading to such a degree or LL.M., in a major in any field that provided the knowledge, skills and abilities necessary to do GIS work such as: Geographic Information Systems, Cartography, Geomatics, Photogrammetry.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. Physical Demands: The work is primarily sedentary, requiring long periods of sitting in one position, intense concentration, and working for several hours at a time. Stress may be experienced on a regular basis in attempting to respond to conflicting objectives and in working against tight deadlines with limited resources.
Work Environment: Occasional fieldwork may be required. Fieldwork is in support of resource mapping projects and involves extended days of travel, sometimes in poor weather conditions. Must be comfortable with less than ideal conditions in remote settings in the accomplishment of mapping projects.
