The Program Manager serves organizationally as the Senior Advisor to the Executive Director and the Chief Interoperability and Veteran Access Officer located in the Office of Information and Technology, Business Integration and Outcomes Service (BIOS), Office of Technical Integration. As the Senior Advisor to the Executive Director, responsible for creating strategic solutions to the Office of Technical Integration's program initiatives, strategic plans, and policies.

Duties

The Program Manager is a senior technical expert, analyst, and advisor to the Executive Director and Chief Interoperability and Veteran Access Officer on a wide range of issues related to the organization and managerial policies, practices and procedures governing OIT programs and initiatives. Conducts special analysis of issues related to programs and initiatives required to carry out missions and functions of the office of the Executive Director. Issues are typically controversial congressional programs that are highly visible to OIT, BIOS, Office of Technical Integration, the Department of Veterans Affairs, the federal CIO, and other federal agencies. Major Duties include, but are not limited to: Leads development and revision of assigned enterprise-wide IT integration and interoperability processes. Ensures documentation consistency with current legislation, regulations, policies, and standards and improving the overall effectiveness of the organization. Monitors integrated processes and performance, and assess and implement technical approaches and solutions to multi-system integration and interoperability problems. Conducts research and development for enterprise-wide integration and interoperability standards ascertaining the underlying root causes for remediation and preemptive resolution. Optimizes the use of existing quality business management methodologies and procedural best practices and investigate, analyze, and evaluate information technology solutions to enhance quality integrated and interoperability programs and services. Leads technological adaptation, development, or refinement to fully implement integrated enterprise-wide business processes. Develops leading metrics to monitor the enterprise-wide integration/interoperability and development efforts utilizing these metrics for program reviews. Defines project goals and objectives and prepare project management plans for accomplishment of plan. Oversees major plans and program decisions that affect long-range courses of action of critical Importance. Provides leadership in establishing management processes in the planning and execution of program integration and interoperability activities. Plans, program, and conduct complex integration program activities in coordination with stakeholders across VA to ensure that projects are completed within guidelines and objectives. Exercises complete authority to establish enterprise-wide IT program processes and exercise authority to take actions needed to investigate issues and correct problem areas. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/30/2023. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. The Selective Placement Factor for this position is: Manage and lead IT enterprise development, administration, and implementation of programs with an emphasis on interoperability of IT systems as it relates to business, data, and information. You may qualify based on your experience as described below: SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Enterprise level experience within a major an IT organization with change management, workflow optimization, data standards, and interfaces; utilize relationship between business outcomes and processes, data related requirements, and other functional requirements to propose improvements within the enterprise to future and existing systems and integration solutions; make decisions based on IT industry future directions, trends, and best practices to enhance internal business, applications, technical, and infrastructure opportunities. You will be rated on the following Competencies for this position: Information Technology Program Management Organizational Performance Analysis Leadership Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
