This position is duty stationed in Fairbanks, Alaska and serves as the Resource Program Manager for Gates of the Arctic National Park & Preserve and Yukon-Charley Rivers National Preserve. Government housing is not available.

Duties

This position serves at the Program Manager for Cultural and Natural Resource Management for two national park service conservation units in Alaska, Gates of the Arctic National Park & Preserve (GAAR) and Yukon-Charley Rivers National Preserve (YUCH) and reports directly to the Superintendent. The incumbent is the principal advisor to the Superintendent on all matters concerning natural and cultural resources management, science, and stewardship. The Program has prime responsibility for planning and developing a comprehensive and complex program to protect, restore and maintain natural ecosystem species and processes as well as the cultural resources and the stories they represent. The Program Manager leads, manages, coordinates, and supervises all aspects of resource stewardship including planning and compliance, subsistence management, wilderness management, wildlife and fisheries management, resource monitoring, history, and cultural resource protection for the parks. The Program Manager works with some of the park's most complex issues and collaboratively develops long-term science and management strategies to support the park mission, goals, and objectives. Fairbanks Area Description Fairbanks is the largest city in the Interior region of Alaska. 2019 estimates put the population of the city proper at 30,917, and the population of the Fairbanks North Star Borough at 96,849, making it the second most populous metropolitan area in Alaska (after Anchorage). Fairbanks is home to the University of Alaska Fairbanks, the founding campus of the University of Alaska system. The Fairbanks North Star Borough School District operates public schools serving Fairbanks. Fairbanks is in the central Tanana Valley, straddling the Chena River near its confluence with the Tanana River. Immediately north of the city is a chain of hills that rises gradually until it reaches the White Mountains and the Yukon River. The city's southern border is the Tanana River. South of the river is the Tanana Flats, an area of marsh and bog that stretches for more than 100 miles (160 km) until it rises into the Alaska Range, which is visible from Fairbanks on clear days. To the east and west are low valleys separated by ridges of hills up to 3,000 feet (910 m) above sea level. The city of Fairbanks and the greater Fairbanks area is home to many attractions and events, which draw visitors from outside of Alaska throughout the year. Summer tourist traffic primarily consists of cruise ship passengers who purchase package tours which include travel to Fairbanks. Tourism is also concentrated around the winter season, centered upon the northern lights, ice carving and winter sports. In addition, other events draw visitors from within Alaska, mostly from the community's trading area throughout Interior Alaska and the North Slope. Recreational opportunities for all seasons of the year are plentiful. Fairbanks is connected to the Alaska road system and has an international airport.

Qualifications

All qualifications must be met by the closing date of this announcement-11/13/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To qualify for this position at the GS-13 grade level, you must possess one of the following basic qualification requirements AND the specialized experience by the close date of the announcement: To qualify for the Anthropologist, GS-0190 position, you must possess one of the following basic requirements: Education: Degree in an appropriate field of anthropology. You must include transcripts. -OR- Combination of education and experience: courses equivalent to a major, or a combination of courses totaling at least 24 semester hours in an appropriate field of anthropology, or related course work, plus appropriate experience or additional education. You must include transcripts and list number of hours worked per week in your resume. -OR- Experience: four years of appropriate experience in anthropology performing research, museum work, or similar professional-level work. You must list number of hours worked per week in your resume. To qualify for the Archeologist, GS-0193 position, you must possess one of the following basic requirements: Education: Degree that included 3 semester hours in each of the following course areas: history of archeology, archeology of a geographical area such as North America or Africa; Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development; Theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques; Archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work. AND: Six semester hours of related course work in geography, geology or cultural geography; history, historiography or historical archeology; environmental studies; scientific writing (nonfiction English composition); and/or surveying ANDArcheological field school. You must include transcripts. -OR- Related Curriculum: Degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements in A.1 (including archeological field school). You must include transcripts. -OR- Combination of Education and Experience: College-level education or training that provided knowledge equivalent to that described in A above, plus appropriate technical experience or additional education. You must include transcripts and list number of hours worked per week in your resume. -OR- Experience: Four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project. To qualify for the Biologist, GS-0401 position you must possess one of the following basic requirements: Education: Degree in one of the following: biological sciences, agriculture, natural resource management, chemistry, or related disciplines. To qualify for the Physical Scientist, GS-1301 position you must possess one of the following basic requirements: Education: Degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. IN ADDITION TO MEETING AT LEAST ONE OFTHE BASIC REQUIREMENTS LISTED ABOVE YOU MUST ALSO MEET THE FOLLOWING SPECIALIZED EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience includes experience in applying conservation social science concepts, tools and methods to plan, design, deliver or evaluate conservation strategies; collaborating on teams to address human dimensions issues; providing technical advice relating to natural resource management principles, policies, laws and regulations; and managing and resolving a broad spectrum of natural resource issues. You must list the number of hours worked per week in your resume. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
