The Dayton Ohio Veterans Affairs Medical Center is recruiting for a well-qualified Pharmacy Technician (Controlled Substance). This employee will function primarily in both inpatient and outpatient care of Pharmacy Service, and will perform duties regarding the safe handing and distribution of controlled substance with a high degree of complexity as assigned, utilizing education, experience, and expertise.
Duties
Duties are typically performed 100% of the time, however, employee may be utilized in other areas of the pharmacy as workload dictates. The employee is responsible for assuring facility compliance with all applicable laws, regulations, directives, policies and procedures applying to the dispensing, storage, transfer, inventory and accountability of controlled substances.
The employee must be certified by the National Pharmacy Technician Certification Board (PTCB).
Duties include, but are not limited to:
Monitors the status and progress of work and makes day-to-day adjustments; obtains assistance from the supervisor
instructs pharmacy staff on controlled substance policy and procedure; provides written instructions and reference materials when required; reports to supervisor on controlled substance related performance, and training needs of employees; gives on the job training to new employees in accordance with established protocols and practices.
Ensures Pharmacy Service adheres to all rules and regulations set forth by: Drug Enforcement Agency (DEA) Regulations on Controlled Substances, "21 CFR Parts 1300 to end; VA Handbook 1108.1 and 1108.2 on "Controlled Substances"; all department policies and procedures relating to Controlled Substances; VA Controlled substance handbook; follows correct procedure for handling recalled controlled substances.
provides Pharmacy Service with sound opinions, advice and recommendations for action to improve their procurement, storage, distribution and accountability of controlled substances, and to assure compliance with those rules and regulations
Displays a thorough knowledge of policies, and procedures required to perform duties of position.
Maintains a current knowledge of national, state, and local laws, regulations, directives, policies and procedures pertaining to controlled substances; educates pharmacy staff on those laws, procedures, policies, directives, etc.; resolves controlled substance discrepancies and controlled substance drug issues referring to applicable policy; maintains all required records for order and receipt of controlled substances; provides accurate orders for all classes of controlled substances and orders from the Prime vendor; maximizes inventory to control costs while assuring 24/7 supply of needed controlled substances; conducts 72 hour Vault inventories and maintains required reports; reviews Omnicell® reports as required, checking for accuracy, deficiencies and signatures.
Inventories, prepares and restocks all controlled substance medications for all automated dispensing machines. Restocking is provided as unit dose; reviews use of automation dispensing records and makes recommendations to increase/decrease stock levels to Pharmacy supervisor; resolves controlled substance issues with regard to automated dispensing cabinets; conducts primary investigations of all discrepancies discovered on wards or dispensing areas and advises Supervisor, Chief of Pharmacy Service and Police and Security Service on controlled substance related matters; follows policy and procedure in reporting unresolved discrepancies; fills and mails by appropriate route, Controlled Substance prescriptions.
Maintains accurate electronic inventory through decrementing prescriptions, entering received inventory, transferring to automated dispensing cabinets, and transferring to satellite vaults; maintains complete vault and drug security; advises supervisors of all procurement, inventory, inspection, dispensing and discrepancy irregularities; plans, develops and implements inventory processes and security awareness procedures to heighten controlled substance accountability; reviews and maintains perpetual computerized records for all controlled substances in all areas of the Medical Center; participates in facility and department quality assurance programs; prepares DEA and VA forms for proper destruction of non-usable controlled substances; performs timely completion of monthly pharmacy and unit inspections, maintaining in-date products at all times and removing any outdated products for proper destruction.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
Citizenship. Citizen of the United States.
Education or Experience. A high school diploma or equivalent; or at least 3 months experience.
Certification. Certification by the National Pharmacy Technician Certification Board (PTCB) is required at grades GS-6 and above.
Loss of Credential. An employee in this occupation who fails to obtain licensure/certification/ registration within the required time frame, or who fails to maintain the required licensure/certification/ registration must be removed from the occupation, which may also result in termination of employment. For occupations which require an active credential (licensure/certification/registration) at all grade levels, at the discretion of the appointing official, an employee may be reassigned to another occupation for which he/she qualifies if a placement opportunity exists. For occupations which require an active credential (licensure/certification/registration) in assignments above the full-performance level only, at the discretion of the appointing official, an employee may remain at an appropriate lower grade level in the occupation when both of the following apply: the credential is not a requirement and a placement opportunity exists."
Grandfathering Provision. The following is the standard grandfathering policy for all Title 38 hybrid qualification standards. Some of these provisions may not apply to this occupation. Please carefully review the qualification standard to determine the specific education and/or licensure/certification/ registration requirements that apply to this occupation. All persons employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure/certification/registration that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: Such employees in an occupation that does not require a licensure/certification/registration, may be reassigned, promoted, or demoted within the occupation. Such employees in an occupation that requires a licensure/certification/registration, may be reassigned, promoted up to and including the full performance (journey) level, or demoted within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions. Such employees in an occupation that requires a licensure/certification/registration only at higher grade levels must meet the licensure/certification/registration requirement before they can be promoted to those higher grade levels. Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard. Employees initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/certification/registration that meet all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation. If an employee who was retained in an occupation listed in 38 U.S.C. § 7401(3) under this provision leaves that occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation.
English Language Proficiency. Pharmacy technicians appointed to direct patient care positions must be proficient in spoken and written English.
GRADE REQUIREMENTS:
GS-7
(a) Experience. One year experience at the next lower level and must fully meet the KSAs at the next lower level. In addition, the candidate must demonstrate the following technical KSAs and the potential to acquire the assignment specific KSAs designated by an asterisk (*):

2. Ability to independently gather, evaluate, and analyze data to generate reports and/or for other projects/statistical purposes.
3. Knowledge of pharmacy policies and procedures sufficient to train and orient new employees and other staff
4. Comprehensive knowledge of the operation and care of specialized pharmaceutical equipment.
5. Comprehensive knowledge of the procurement and formulary process.
6. Comprehensive knowledge of investigational drug policies and procedures.
7. Comprehensive knowledge of controlled substance policies and procedures, and the ability to identify and investigate discrepancies in these policies and procedures.
8. Comprehensive knowledge of, and ability to, analyze data in VA information systems.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Physical Requirements: Some of the work involves extended periods of time standing, sitting or doing computer work. Duties regularly involve lifting/carrying of pharmaceutical supplies weighing up to 40 pounds, lifting to stock shelves, bending/stooping, and walking to various parts of the Dayton VA Medical Center grounds which may involve some minor exertion. Endurance of very stressful periods may be required due to uncontrollable workload demands. This position requires average agility and dexterity. Professional appearances per pharmacy dress code, attitude and demeanor are required.
