The incumbent is the Chief Technologist in the Diagnostic Imaging Department. He/She has full responsibility for technical aspects and patient care functions within the general radiography, CT, Ultrasound, and Interventional Radiology sections. The incumbent has direct supervisory responsibility over the lead technologists in these sections.
Duties
The incumbent is responsible for the performance of the imaging technologists within the department of Radiology section of the Diagnostic Imaging Service. He/she recommends promotions, reassignments or other status changes of assigned personnel. Resolves informal complaints of employees.
The incumbent provides direction to personnel in managing their respective sections and offers advice and guidance in handling unique problems.
Ensures the monitoring of all activities within the radiology sections and takes appropriate action as required in order to insure their efficient and effective operation.
Advises employees of performance requirements and keeps them informed of their progress in meeting these requirements. Holds corrective interviews with employees regarding inadequate performance or conduct.
Participates in the management of human resources for the department including selection, promotion, performance appraisal, and award and promotion systems.
Regularly sets objectives for self, staff and the department, monitors and evaluates objectives in order to use time effectively and meet deadlines.
Deals with the union representatives on matters involving action by an immediate supervisor. Implements provisions of personnel management programs where well established procedures exist such as EEO, career development plans, departmental policy and procedures, award and incentive programs, grievance procedures and safety practices.
Directs the in-service training and radiologic student programs; ensures staff maintains a high level of skill and meets at least the minimum level of continuing education required for certification and/or licensure.
Conducts monthly staff meetings with staff to exchange information, and discuss policy and procedure changes, safety and medical center issues.
Participates in the medical/surgical resident education experience within the department and facilitates the attainment of established residency program objectives.
Coordinates the integration of the Radiology Department functions with other aspects of overall patient care.
Participates in the development/revision, implementation and communication of goals, policies, and standards for the department.
Works with nursing and other clinical supervisors in addressing radiology service issues and to support the maintenance of high quality patient care.
Recommends action to the Chief, Diagnostic Imaging Service and Associate Director in regard to equipment purchases, modifications and construction within the department.
Provides technical information when requested.
Assists in the planning of new construction projects.
Participates in quality performance/improvement activities and ensures compliance with JCAHO requirements for activities under his/her area of responsibility.
Quality assurance activities include image quality assessment and continual review and update of protocols and techniques.
Participates in the compilation and analysis of data on departmental activities and prepares related reports to the Chief, Diagnostic Imaging Service.
Responsible for the technical aspect of radiologic equipment operation and safety and for carrying out the recommendations of the radiology safety committee.
Coordinates the testing of radiology equipment by in-house engineers and/or outside manufacturers and health physicists.
Coordinates the preventive maintenance program and service contracts for equipment within the department.
Practices hospital safety, infection control, universal precaution and radiation safety in accordance with age and/or gender specific departmental guidelines.
Develops policy and procedure for technical staff in conjunction with the lead technologist.
Serves on hospital committees as assigned
Other duties as assigned within the scope of a Diagnostic Radiologic Tech
Duty Station: This position is located at the John Cochran division but may be changed to any other VASTLHCS location based on the needs of the medical center.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Certification. All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R). Advanced ARRT certification is required for assignments that include computed tomography (CT), duties performed independently, as applicable. Advanced certification indicates that the incumbent can operate independently and has demonstrated specific clinical competency in the appropriate specialty and taken and passed the designated examination. In modalities that require advanced certification, to support their continued development, technologists who do not possess an advanced certification may be provided on the job training with oversight from a certified radiologic technologist.
Education. Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from [other accrediting agencies as recognized by the Department of Education (DOE).] [NOTE: Assignment to the clinical program director requires meeting JRCERT minimum educational standards as noted in the assignment description.]
Credentialing Standards. Public Law 97-35, the Consumer-Patient Radiation Health and Safety Act of 1981, requires that persons who administer radiologic procedures meet the credentialing standards in 42 CFR Part 75, Standards for the Accreditation of Educational Programs and the Credentialing of Radiographic Personnel. Essentially, they must have successfully completed an educational program that meets or exceeds the standards described in that regulation and is accredited by an organization recognized by the U.S. Department of Education and be certified as radiographers in their field.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: GS-12 Supervisory Diagnostic Radiologic Technologist
Experience. At least one year of the following types of experience comparable to the next lower grade level that fully meets the KSAs at that level.
In addition to the experience, you must also demonstrate the following technical KSAs and demonstrate the potential to acquire the assignment-specific KSAs designated by an asterisk (*)
*Ability to perform the full range of supervisory duties, including responsibility for assignment of work performed; performance evaluations; recommendations for appointments, awards, advancements, and, when appropriate, disciplinary actions; and identification of continuing education and training needs.
Ability to serve as a consultant to other facility personnel in evaluating and planning radiologic technology services for the most complex cases.
*Ability to participate in research studies and/or as a consultant to others conducting research.
*Ability to consult with staff and resident physicians through patient presentation, attending ward rounds, and specialty clinics and/or conferences, etc.
*Ability to assess, plan, and evaluate the delivery of radiologic technology services at the facility.
