The Deputy HBPC Program Director is responsible for assisting the HBPC Program Director in any of the Home Based Primary Care (HBPC) programs. HBPC provides in-home primary care services and conducts comprehensive evaluation and management of enrolled veterans. Program management encompasses all assigned sites of care, including VA medical facilities and outreach/satellite expansions including veterans living in Pasco, Polk, Hernando, Hillsborough and Citrus County.

Duties

The Deputy Program Director of HBPC assists the HBPC Program Director and/or HBPC Medical Director(s) with program management and oversight of programs under Geriatrics and Extended Care Service. All programs are intended to serve as clinically appropriate, cost effective and efficient alternatives to lengthy hospital and other institutional stays/placement. HBPC and HBTC enables chronically and terminally ill veterans to receive comprehensive health and supportive services in their homes. Management functions include, but are not limited to planning, staffing, directing, budgeting, evaluating and tracking the program, and developing VA and community relationships. Resource management responsibilities include assuring appropriate resources are designated for the support of the HBPC Program and safety of the HBPC staff. Administrative duties are performed with minimum supervision. Incumbent plans, designs and carries out complex assignments independently, keeping program director informed of progress. Supervisory Social Worker major duties include but not limited to: Responsible for evaluating program activities and providing follow up actions required by internal and external review organizations and or accrediting bodies. Participates in the formulation of overall service/program policies and procedures, goals, objectives, strategic planning, cost effectiveness, and quality monitoring. The incumbent will provide administrative support to ensure effective operations reporting, evaluation and requirement related to various regulatory bodies such as JCAHO, VA OIG, and others. The incumbent establishes criteria for internal reviews, monitors for change in mission, goals, new legislation, and technological advances, analyzes and assesses for potential impact/change to work methods and need to development of new systems or processes. Conducts proactive strategic planning to improve operations and performance. Responsible for the acquisition and collation of data pertinent to the program's operational activities. Gathers and analyzes patient, statistical, and financial data for trends and provides related reports, graphs, flowcharts, spreadsheets as required. The incumbent will continually look for ways to improve processes, save funds, and maximize program efficiencies. Incumbent will supervise program administrative support staff including Lead MSA and 7-10 AMSAs. Provides directorship, counsel, and instruction to employees on both work and administrative matters, hears and resolves complaints and grievances and refers unresolved or more serious unresolved issues to a higher-level supervisor or manager when indicated. Qualifications

Applicants must meet the requirements by the closing date 10/30/2023 of this announcement. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. 7403(f). Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may NOT be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to meeting the basic requirements stated above, the following qualifications criteria must be met in determining the appropriate grade assignment of candidates. GS-12 Supervisory Social Workercandidates must have the following: Experience/Education: Must have at least one year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. AND Licensure/Certification: Social workers must be licensed or certified by a state at the advanced practice level which included an advanced generalist or clinical examination, unless they are grandfathered by the state in which they are licensed to practice at the advanced practice level (except for licenses issued in California, which administers its own clinical examination for advanced practice) and they must be able to provide supervision for licensure. Advanced License must be submitted with application. Preferred Experience: Experience as Program Director, Program Manager, or Assistant Director/Manager Experience as a Supervisor Experience in direct Joint Commission or other accreditation body survey References: VA Regulations, specifically VA Handbook 5005/120, Part II, Appendix G39, Social Worker Qualification Standard, dated 9/10/19. Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. Ability to ensure provision of clinical social work services. Ability to provide staff training and development. Skill in interpersonal relationships in dealing with employees, team leaders, and managers. Physical Requirements: Incumbent will need to have a valid state-issued driver's license and may be required to travel in the community across the James A. Haley VAMC catchment area, as needed. A driver's physical will be required to utilize a government vehicle. This supervisory position requires incumbent to be able to sit a work site, utilize a computer, mobile phone, fax machine and printer.
