The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Holloman Youth & Teen Center. Age of target population is 5 to 18 years.
Duties
Plans, organizes, and directs the activities of a segment of the Youth Recreation Activities section, ensuring that Youth & Teen Center complies with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities. Develops comprehensive short and long term budgets and fiscal requirements to meet (Youth) program's objectives and maintain internal control.
Represents (Youth Programs) with a variety of installation and functional area organizations.
Provides safe and healthy environments for youth. Plans and conducts intervention and positive activities for at-risk youth.
Determines adequacy of facility and equipment. Performs public relations duties.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Recreation Specialist Series 0188.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes promoting the physical, social, emotional, and cognitive development of youth ages 5-18 years old, while also fostering achievement, leadership, and recognition; developing workshops or clinics on various subjects (i.e. child/youth abuse, substance abuse, deployment/separation issues, peer pressure, teen pregnancy, suicide, illiteracy, the dangers of being involved in pre-gang or gang related behavior, college preparation, personal living skills, non-violent behaviors, etc.); developing and executing both APF and NAF budgets for a specific youth recreation program; Advising and providing counsel to employees regarding policies, procedures, and directives of management; plan and conduct an enhanced variety of youth activities and services using a wide range of activities and services, or participant interests and needs, to develop the methods and processes involved in a teen program.

EDUCATION: Have successfully completed a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS. The education must have been obtained in an accredited college or university.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit copies of transcript.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the principles, practices and procedures used to manage youth activities.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Knowledge of procedures to assist in developing and executing both APF and NAF budgets for a specific youth recreation program.
4. Skill in effectively organizing and utilizing all available community resources within the specific program framework.
5. Ability to plan, organize, and direct the functions and staff of an activity within the scope of Youth Programs.
6. Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
