The Position will serve as work leader in the File/Scanning Unit of the Health Information Management Section (HIMS) under the Health Administration Service (HAS) at the G.V. (Sonny) Montgomery VA Medical Center.
Duties
Provides supervisor with suggestions as requested concerning promotions, reassignments, recognition of outstanding performance, and personnel needs.
Informs Supervisor of any unusual complex or problem situations confronting the daily section operations that cannot otherwise be resolved.
Reports to supervisor on performance, progress, and training needs of employees and on disciplinary.
Resolves simple, informal complaints of employees referring others to the supervisor. Inform employees of available services and employee activities. Reports to supervisor on performance, progress, and training needs of employees and on disciplinary.
Promotes a positive image of this Medical Center with emphasis on customer service by treating patients, co-workers, and medical center personal with courtesy and respect.
Serves as the instructor/trainer for File Room personnel. This includes all operations, i.e., filing sequence, Record Tracking, and other VISTA related programs
Ensures work is disseminated appropriately and notifies supervisor of any backlog.
Maintains workload and productivity reports for the section.
Performs monthly spot checks on work performance and productivity. Reports findings to Supervisor, Health Information Management File Room/Scanning Section
Ensures all necessary health/administration information is integrated into VistA through PC scanning hardware and software.
Verifies that images are clear and indexed to the correct patient's record.
Conducts follow-up activities, which require tact and persistence when information is not received in a timely fashion.
This position is covered by AFGE bargaining unit. Per the Master Agreement, the Area of Consideration will be: 1st Area of Consideration - Current Facility and CBOC employees; 2nd Area of Consideration - VA Nationwide
Work Schedule: Monday through Friday 7:30 AM to 4PM subject to change based on the needs of the facility

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/31/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 5 position you must have served 52 weeks at the GS 4. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 4 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience with multiple systems and current computer technology regarding Medical Records Tracking Package, PC Fax applications, excel spreadsheets and numerous VISTA applications.
Skilled in transferring information and maintaining a record request file.
Experience with VA Medical Center's file systems, procedures, flow of medical records and Medical Center Policies to properly coordinate the informational needs of team members.
Skilled in performing data entry responsibilities and skilled in filing sequence of both administrative and medical records is necessary to properly index information.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed four (4) years of education above the high school level. This education must have been obtained in an accredited business, secretarial or technical school, junior college, or university for which high school graduation or the equivalent is the normal prerequisite. One year of full-time undergraduate study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial or technical school.

Combination: Applicants may also combine education and experience to qualify at this level. Only undergraduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-5.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work involves considerable walking, standing, and bending in searching for various files. There is occasional lifting and carrying of such items as record boxes and bulky files.
WORK EVIRONMENT:
Work is performed in an office setting in Health Information Management Department within this Medical Center.
