The primary purpose of this position is to serve as an Access Planner, which encompasses developing plans to execute target access strategies in support of USYCYBERCOM Objectives and Effects by decomposing and evaluating Area of Responsibility (AOR) customers' access needs to deliver strategic mission solutions that are synchronized and coordinated across all mission partners. Operations Directorate (J3), United States Cyber Operations Command (USCYBERCOM), Ft. Meade. Maryland.

Duties

Coordinates and collaborates with USCYBERCOM staff, mission partners, and other DOD Elements to provide substantive inputs for and support to access planning efforts. Develops and manages processes for access planning. Provides technical expertise that optimizes the allocation, assignment, and, when necessary, preservation of ERs necessary to conduct cyberspace operations, especially for access operations. Performs other related duties as assigned.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. NOTE: You must meet both the Basic Qualifications and Specialized Experience requirements stated below: BASIC REQUIREMENTS: Education: All academic degrees and coursework must be from accredited or pre-accredited institutions Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. IF YOU ARE QUALIFYING BASED ON EDUCATION YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS OR Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. AND Specialized Experience for GS-7 (or equivalent) and Above: Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of and ability to apply cyberspace operations and information security concepts, principles, and practices to identify optimized courses of action for full spectrum cyberspace operations, and to advise on/guide their execution. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. Knowledge of full spectrum cyber operations (CO) functions, techniques, and facilitating technologies and tools relevant to leveraging the DoD's classified and strategic computer networks in support of national defense. 2. Demonstrated deep knowledge of network and or endpoint technologies and target areas. 3. Ability to conduct military/contingency and crisis action planning for CO to support the secure operations of national defense-critical IT assets while defending and protecting U.S. interests at home and abroad. 4. Expert knowledge to identify combinations of enterprise resources (ERs) optimally designed to support cyberspace operations. 5. Ability to plan, manage, and coordinate CO planning projects while lead working groups composed of technical and functional subject matter experts through the process of assessing the potential operational effectiveness of ERs and identification of appropriate mitigations where necessary. Ability to collaborate with various internal and external organizations. 6. Skill in communicating complex information concerning CO, both orally and in writing, to provide effective briefings and reports to senior leaders. Ability to analyze customer needs and requirements with ability to formulate, process, and relay information from tactical mission needs into planning requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
