This vacancy is for a Supervisory Police Officer in the Office of the Secretary within the Department of Commerce, Office of Intelligence and Security (OIS), Office of Security (OSY), NIST Police Services Group.

Duties

This position serves as a Supervisory Police Officer, assigned to any shift, and is responsible for the protection of life and property through the enforcement of laws, ordinances, and regulations. As a Supervisory Police Officer, you will perform the following duties: Enforce federal and state laws, ordinances, and regulations including criminal, civil and traffic; executing misdemeanor and felony warrants of arrest; and appearing in court as required. Protect employees, associates, contractors, visitors, property, and facilities from accidents, bodily harm, fire, theft, vandalism and illegal entry, patrolling sites, buildings and grounds by foot, vehicle, or other means. Enforce access control requirements, enforcing parking regulations, issuing traffic citations, and inspecting vehicles entering the site. Conduct inquiries into complaints, potential violations of federal/state laws and preparing investigative reports on accidents, property damage, fires, legal violations, thefts and disturbances of the peace. Supervise shift activities to include proper oversight of law enforcement activities ensuring that law enforcement acts follow proper policy, management directives and standard operating policy. The full performance level of this position is ZS-5, which is equivalent to the GS-9/10 grade levels. Supervisors are eligible for supervisory performance pay, increasing their salaries by up to 6% higher than the maximum rate of their pay bands (achievable through pay for performance increases only). Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This position is being filled under the DOC Alternative Personnel System (CAPS). The system replaces the Federal GS pay plan structure. Under CAPS, positions are classified by career, pay plan, and pay band. Entry into supervisory positions cap out at interval 3 of the band. Supervisors are eligible for supervisory performance pay (intervals 4 and 5), increasing their salaries by up to 6% higher than the maximum rate of their pay bands (achievable through pay for performance increases only). Pay range under CAPS is based on the duty location selected for (see below): Boulder, Colorado - $54,912 - $76,616 per year Gaithersburg, Maryland - $65,734 - $92,334 per year The ZA-4 is equivalent to the GS-07/08 grade levels. To qualify at the ZA-04: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the ZS-3 or GS-06 level in the Federal service. Specialized experience is defined as: Enforcing laws and regulations of law enforcement operations, practices, or techniques that involve maintaining order and protecting life and property; and Providing guidance on police, security, anti-terrorism and law enforcement policies and procedures. Selective Placement Factor: Selective placement factors are applied in the same manner as minimum qualification requirements. Failure to meet a selective placement factor will result in you not receiving further consideration. In addition, to the minimum qualifications described above, you MUST meet the following selective placement factor(s): You must have successfully graduated from one of the following training courses (or equivalent course) with the Department of Homeland Security's Federal Law Enforcement Training Center (FLETC), and submit a copy of your training certificate. You may also submit a certificate from another "equivalent" course for possible consideration. An example could be Department of Defense Civilian Police Academy or Veterans Affairs Law Enforcement Center's VA Basic Police Officer course. FLETC Uniformed Police Training Program (UPTP) FLETC Mixed Basic Police Training Program (MBPTP) FLETC Criminal Investigator Training Program (CITP) FLETC Land Management Police Training Program (LMPT) Firearms: Selectee will be required to carry and use a firearm, demonstrate proficiency on a recurring basis, and not be in violation of 18 USC 922 (Lautenberg Amendment). NOTE: Lautenberg Amendment - This position authorizes the incumbent to carry a firearm. Any person who has been convicted of a felony or misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition (Title 18, USC Section 992(g)). A felony or misdemeanor crime of domestic violence is generally defined under the statute, as any offense involving the use or attempted use of physical force, or the threatened use of a deadly weapon, committed by the victim's current or former domestic partner, parent or guardian. The term convicted, as defined in the statute, excludes any person whose conviction has been expunged, set-aside or pardoned, or any person whose civil rights have been restored, so long as such restoration does not restrict the shipping, transport, possession or receipt of firearms or ammunition. Candidates who have been convicted of a felony or misdemeanor crime of domestic violence within the meaning of the referenced statutes are not eligible for the position. Mandatory Completion of Basic Training: Applicants must have satisfactorily completed a basic law enforcement training (or equivalent) program provided by the Federal Law Enforcement Training Center to receive consideration. An example of an equivalent program could be Department of Defense Civilian Police Academy or Veterans Affairs Law Enforcement Center's VA Basic Police Officer course. Medical Exam/Drug Testing: All applicants tentatively selected for this position will be required to submit to urinalysis to screen for illegal drug use and satisfactorily pass all required pre-placement physical/medical examinations prior to appointment. Selectee must be able to successfully pass, as applicable, annual and periodic physical/medical examinations, drug screenings, and psychological screenings to maintain a level of physical fitness in accordance with the standards and policies of this agency.
