Hawaii Volcanoes National Park has one permanent full-time position to be filled at the GS-7 or GS-9 and located in the Facility Maintenance Division.
Olympic National Park has one permanent full-time position to be filled at the GS-7 or GS-9 and located in the Administration Division.
Full Performance Level is GS-9.

Duties
Serve as a technical specialist for budgetary matters.
Review and analyze a division's budget to ensure that the preparation and the use of the funds are in accordance with allocations, policies, procedures, laws, and required formats.
Provide financial planning advice, including evaluating projected needs versus anticipated funding levels.
Prepare budget summaries for submission to higher level employees, compile status of funds, and adjust accounts based on reprogramming needs.
Conduct periodic financial reviews to advise managers if fund balances are appropriate for the remaining work to be accomplished.
Physical Demands: The work is mostly sedentary.

Hawai'i Volcanoes National Park (HAVO) is located on the island of Hawai'i, on the southeastern edge of the island, in the districts of Ka'u and Puna, between the towns of Hilo to the northeast and Kailua-Kona to the northwest. It is located 2,500 airline miles from the continental United States and over 250 miles from Honolulu on the island of Oahu, the major business, government, and industrial supply center for the state. The park was established in 1916 and encompasses two of the most active volcanoes in the world, Kilauea and Mauna Loa; a diverse geography that ranges from sea level to 13,677 feet in elevation; and protects rich biodiversity and Native Hawaiian culture. The park includes 354,461 acres of land, 123,100 acres of designated wilderness, 121,015 acres of eligible wilderness, 7,850 acres or potential wilderness.

Port Angeles is a city with a population of approximately 20,000 people. Duties will be developmental in nature when filled below the full performance level.

Qualifications
All qualifications must be met by the closing date of this announcement-11/03/2023-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.
For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
To qualify for this position at the GS-7 grade level, you must possess one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level (Note: Clerk, Assistant or Technician work in a single grade occupational series at the GS-05 level does NOT qualify for this position, however GS-06 level may) in the Federal service (obtained in either the public or private sectors). This experience MUST include: 1) gathering financial data for budget documents; and 2) assisting personnel in reviewing and analyzing budgetary data. You must include hours per week worked.

EDUCATION: Successful completion of at least one full year of graduate level education. Note: such education must demonstrate the knowledge, skills and abilities to do the work (i.e. closely related to the position). You must include transcripts.

Successful completion of a combination of education and experience as described above. To combine education and experience, divide your total months of experience by 12. Then divide your semester hours of completed graduate education by 18 (or 27 for quarter hours). Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts.

Superior Academic Achievement (S.A.A.) at the undergraduate level (Bachelors degree) in a related field and meet one of the following requirements for SAA: 1) Class standing -- Graduated in the upper third of the class based on completed courses in the college, university, or major subdivision; 2) Grade-Point Average (G.P.A.) 2.95 or higher out of a possible 4.0 scale as recorded on official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; or 3) Election to membership in a national scholastic honor society. You must include transcripts.
To qualify for this position at the GS-9 grade level, you must possess one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level (Note: Clerk, Assistant or Technician work in a single grade occupational series at the GS-07 level does NOT qualify for this position, however GS-08 level may) in the Federal service (obtained in either the public or private sectors). This MUST include: 1) analyzing and reconciling budget and fiscal documents; 2) generating a variety of written documents, reports, etc. to communicate financial information; 3) explaining or providing guidance on financial/budget regulatory or statutory requirements, policies, and procedures. You must include hours per week worked.

EDUCATION: Successful completion of a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D., if related. You must include transcripts.
