The incumbent of this position serves as the Telehealth/Mental Health(MH) RN Nurse Manager at the Oscar G. Johnson VAMC (OGJVAMC)

Duties

* Patient Care areas can include Surgical Service, Urgent Care, Primary Care, Med/Surg, Mental Health, Community Living Center (CLC), and Home Care. The practice of each nurse is based on skill, experience, and research and has a direct impact on client outcomes for the assigned area and the facility as a whole. * The incumbent holds a facility level position, reporting to the Associate Chief Nurse, Primary Care, with coordination and input from Veterans Integrated Services Network (VISN) Coordinators of Telehealth and Chief of Mental Health. The incumbent is responsible for overall planning, coordination, implementation, management, and evaluation of clinical applications of Telehealth and Mental Health RN within the facility organization, with particular emphasis on improving access to Veterans identified as "rural" and "highly rural". The incumbent works closely with network and facility leaders to incorporate new concepts and programs into existing systems and provides education and training to all facility staff impacted by program, role, or technology changes. Matrix lines of authority ensure that VISN 12 and Veterans Health Administration (VHA) goals and strategic directions are fully supported by Telehealth programming through collaborative efforts with facility and network leaders. * The incumbent is knowledgeable of overall facility and network goals, missions, and priorities to ensure that the success of the Telehealth Program. He/she is knowledgeable of funding sources and methodologies including Office of Rural Health, the area Rural Health Resource Center, Veterans Equitable Resource Allocation (VERA,) third party collections, sharing agreement revenues, contracts, and enhanced use revenue. He/she has awareness of management discussions, decisions, and policy­making concerning Telehealth, MH and rural health; consults and advises the Associate Director of Nursing and Patient Care Service, Chief of Medicine, Chief MH, Chief of Staff, Facility Director, and Chief Information Officer on all relating matters. * The incumbent integrates Telehealth Program planning within facility operations as a whole to ensure goals and priorities are complementary and in congruence with the overall VISN Telehealth Program. Including the coordination of My Healthy Vet and supervision of Health Promotion and Disease Prevention Program (HPDP). * In cooperating with the VISN Rural Telehealth Program Coordinator and facility leadership, the incumbent develops, refines, implements, and evaluates a comprehensive strategic plan for Telehealth programming in the facility organization. * The incumbent organizes and facilitates the station Telehealth Program, co-chairs the facility Telehealth Oversight Committee as well as other applicable committees and task forces as assigned. The incumbent provides leadership and expertise to committee and project assignments; developing data, forming plans, and preparing position papers that impact on planning for Telehealth as a whole. He/she makes recommendations that can have a direct and substantial effect on care site operations and ultimately on the Veteran population served. * Serves and/or represents the facility on various Network Telehealth groups, including the VISN Telehealth Council. * Serves as the Facility Telehealth Coordinator (FTC). * Cooperating with the VISN Rural Telehealth Program Coordinator, incumbent engages in outreach planning and activities, including work with potential non-VA community partners in an effort to improve access to rural and highly rural veterans to healthcare services via Telehealth initiatives and programming. * Establishes guiding processes, principles, and policies for the development and implementation of patient and family centric Telehealth Program at the facility, and for the operation, management, and oversight of Telehealth Program. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Preferred Experience: Telehealth and Mental Health experience preferred Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required. Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience. Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience. Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: Walking, bending, stooping and some lifting in the direct care of patients. There may also be extended periods of sitting.
