DIRECT HIRE AUTHORITY: This position is being filled through the office of Personnel Management's (OPM) Government-Wide Direct-Hire Authority for this occupation and is open to all U.S. Citizens. Since the Direct-Hire Recruitment Authority is being used, traditional Veterans' Preference rules do not apply. Qualified Veterans will, however, be given full consideration for this position.

Duties

This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Office of the Deputy Director and reports to the Renewable Energy and Regulatory Compliance (RERC) Program Director. At the full performance level (GS-14) the major duties of this position include, but are not limited to the following: 1. Serves as Renewable research lead for offshore energy activity research programs and peer reviews. This responsibility includes: (a) preparation of long-term planning and budget objectives; (b) establishing work and fund priorities and modifying priorities to reflect changes in policies, budgets, or general work environment; and (c) coordinating program functions with headquarters, regional, and internal BSEE offices to accomplish overall agency and bureau goals. 2. Provides in-depth analysis of all renewable energy-related policies, research, and regulations. 3. Provides recommendations, processes and technical documents for elevated consideration of research proposals and regulations implementation for approval to the RERC Program Director. 4. Develops extensive gap assessments on cross-organizational research processes and creates recommendations to ensure smart business decisions support continuous improvement of all facets of the Bureau's renewable energy program. 5.Participates in the implementation of strategic planning in support of achieving the program objectives. Represents the renewable energy program in working groups and multidisciplinary teams of professionals to provide input on bureau policies and/or processes in relationship to the renewable energy program. BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisory approval. Salary Information GS-14: Sterling VA: $132,368- $172,075; Jefferson, LA $116,393-$ 151,308, Houston, TX $134,346-$174,647 First time hires to the federal government typically start at the beginning salary in the range for their respective grade level. This vacancy may be used to fill additional positions as vacancies become available.

Minimum Qualification Requirements: To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series to which you are applying. (1) Basic Educational Requirements: In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below: A.Degree: Degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. (2) Specialized Experience To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the ???????GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: Providing research proposals and advising on regulatory implementation; Developing gap assessments on cross-organizational research processes and creating recommendations; AND Preparing long-term planning, budget objectives, and funding priorities.
