The GS-14 Physical Therapist - Service Care Line Manager is aligned under Physical Medicine & Rehabilitation (PM&R) Service at VA Central California Healthcare System (VACCHCS). VA CCHCS is a highly complex, level 1-c complexity VA facility. This position is locally known as the PM&R - Rehab Program Manager. This individual possesses advanced supervisory, administrative, management, practice skills and judgment that exceed that of a GS-13 Physical Therapist.

Major duties include, but not limited to:
Providing Leadership:
Provides strict oversight of the daily operations of the Physical Medicine and Rehabilitation Service (PM&R), and provides daily and weekly reports to the Chief of Physical Medicine & Rehabilitation. Serves as a mentor to PM&R staff. Establishes and maintains contact with other healthcare providers to ensure comprehensive, collaborative patient care. Participates in interviewing and provides feedback on candidates for PM&R positions. Assists with orientation of new Physical Therapy staff. Assists the Chief of Physical Medicine & Rehabilitation in planning and developing various treatment programs to meet patient needs. Actively supports and promotes all programs of PM&R. Performs/completes performance appraisals of staff physical therapists. Performs other tasks as assigned by the Chief of Physical Medicine & Rehabilitation that are consistent with the mission of PM&R and the Medical Center. Attends PM&R Management meetings. Functions independently using his/her judgement to meet daily managerial/supervisory needs.
Administrative:
Receiving/triaging consults in order to ensure consults are handled in the most expeditious manner based upon acuity of need. The incumbent functions independently and uses his/her own judgment in developing workload, developing programs and selecting proper avenues and resources to meet identified needs. Directs, coordinates, expands and/or changes various PM&R Service programs. Reviews incoming and outgoing referrals for physical therapy services for appropriateness. Oversees the daily scheduling of patients as well as the coordination of scheduling with other therapies and departments within the facility. He/she is responsible for the development and implementation of policies and procedures to address focused clinical needs and the overall services delivered and provided within the section. The incumbent functions independently and uses his/her own judgment in developing workload, developing programs and selecting proper avenues and resources to meet identified needs. Assigns workload and clinical responsibilities among the PM&R staff members as needed to meet the daily workload demands. Required to conduct/attend regular staff meetings to communicate expectations, review policies and procedures, and to disseminate essential information as well as provide and attend in-services related to clinical assignment. Communicates information to the PM&R Service from other services and leadership. Responsible for submitting requests for expendable and non-expendable equipment and reviewing the equipment needs and budget with the Administrative Officer. Responsible for ensuring that all OSHA standards as well as all facility safety guidelines and infection control policies are being met in the treatment areas. Responsible for assuring confidentiality compliance as defined in the Health Information Portability and Accountability Act. Responsible for special assignments associated with the preparation for CARF and JCAHO surveys, as applicable, and ensuring that the standards are met. Prepares service monthly reports, periodic reports, and other reports as needed. Develops PM&R supply and equipment budgets. Reviews and places order for supplies and equipment.
Workload Distribution:
Receiving/triaging consults in order to ensure consults are handled in the most expeditious manner based upon acuity of need. Assigns consults as indicated. Resolves problems that interfere with delivery of PM&R service, which may include scheduling, vacation/sick leave of other therapists. Triages scheduling of appointments based on the urgency of each situation. Assists with development/management of staffing patterns to ensure optimal patient coverage.
Work Schedule: Monday - Friday 7:00AM - 3:30PM, Subject to change based on the needs of the agency.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).
Education:
Bachelor's degree in Physical Therapy AND five (5) years of progressively independent experience as a physical therapist,
OR
Master's degree in Physical Therapy AND two (2) years of progressively independent experience as a physical therapist.
OR
Doctorate degree in physical therapy.
NOTE: Individuals must be a graduate of a Commission on Accreditation in Physical Therapy Education (CAPTE) accredited college or university.
OR
Foreign Education. Graduates of foreign physical therapy programs meet the requirements if they have a full unrestricted and current license to practice physical therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia.
Licensure.
Individuals hold a full, current, and unrestricted license to practice physical therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia.
Supervisory Physical Therapist, GS-14 Determination
In addition to the basic requirements for employment, the following criteria must be met:
Experience. In addition to meeting the basic requirements, one year of progressively complex experience equivalent to the GS-13 grade level.
Knowledge, Skills, and Abilities (KSAs). In addition to the experience above, the candidate must demonstrate all the following KSAs:
Advanced knowledge of evidence-based practices and clinical practice guidelines in multiple professional areas.
Skill in managing interpersonal relationships and conflict resolution in dealing with a diverse range of employees, discipline lead(s), and administrators.
Ability to translate extensive rehabilitation knowledge into local policy development.
Ability to effectively supervise staff by providing clinical and administrative oversight. This includes ability to manage resources, evaluate employees and assign work.
Ability to collaborate with strategic planning committees at local, VISN or national levels for new ventures addressing patient care delivery systems, facilities management, system reorganizations, etc.
Preferred Experience:
Minimum of two (2) years of leadership experience.
Experience working in a multi-disciplinary Physical Rehabilitation environment.
VA or Federal experience.
Evidence of education related to healthcare leadership/management.
Minimum of two (2) years of professional experience working with adult population.
Preferred Experience: Prior experience as supervisor, management, and/or administrative position in a PM&R Service or Section.

The full performance level of this vacancy is GS-14.
Physical Requirements: This position requires frequent bending and lifting and the ability to assist patients with a variety of therapeutic activities. The incumbent must be able to lift 50 pounds to chest height and maintain good body mechanics.
