You will serve as a SUPERVISORY OPERATIONS RESEARCH ANALYST in the AIR SYSTEMS GROUP, LOGSTICS DEPT. of NAVAIRWARCENAC DIV.
Duties
You will process documentation and refinement; financial analyses and budgets.
You will provide technical guidance and coordinating, interacting with other groups, disciplines, commands and organizations.
You will assess the abilities of the branch to meet current, future and contingency requirements and develops plans and programs to enhance capabilities and performance while maintaining cost as an independent variable.
You will research other government activities and commercial enterprises for innovative techniques and processes to maximize value of department products and services and improve overall department efficiency.
You will develop an appropriate training methodology to ensure his/her branch analysts are properly trained and certified.
You will find and implement ways to eliminate or reduce significant bottlenecks and barriers to production, promote team building, and improve business practices.
You will evaluate the work performance of subordinates.
You will do other duties assigned to you.
Requirements

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- Temporary appointments may be extended up to 3 years at the discretion of management and in accordance with applicable regulations.
- Temporary actions taken under this announcement may be made permanent without further competition.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13/14 grade level or pay band NM-4 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing advanced logistics and analytic concepts, principles, and practices to provide Integrated Logistics Support (ILS) and to take concluding action on any area of logistics for the assigned aviation program; 2) Coordinating and/or assigning work assignments to subordinates based on organizational priorities, difficulty and requirements of assignments, and/or capabilities of employees; 3) Identifying resource requirements and developing plans to support current and future program needs; 4) Providing technical leadership, training, and guidance to subordinates, contractors, and/or integrated program team members; 5) Applying knowledge of the theories, concepts, principles, and practices of all aspects of program management to provide systems acquisition management and life-cycle support for assigned program; and 6) Providing guidance on maintenance planning and sustainment issues.

Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
