Duties

You will manage the entire life cycle operation of an early child care program, including facility management. You will elect, train, and supervise child care providers, or other care-giving adults. You will analyze, evaluate, and document findings as well as provide corrective plans to prevent re-occurrences. You will develop, implement, and monitor all child development programs. You will work with individuals and groups to solve complex problems related to the care and education of children. You will collaborate with support agencies to achieve the program goals. You will be provide effective communication with the goals, objectives and requirements. You will ensure program policies, procedures, and regulations are enforced in security, safety, and health area to protect the children.C You will routinely review safety and health checklists and inspections for assigned programs. You will review employee development needs and provide assistance and training. You will prepare and justify annual budgets for programmatic equipment, supplies, awards, services, and training.

Requirements

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to successfully complete a pre-appointment physical examination.
  • This position is designated Non/sensitive/Information Technology (IT) III. Applicant must complete a NACI on SF-85. Misuse of Government IT systems is cause for disciplinary action, including removal.
  • You must satisfactorily complete all background checks in accordance with DoD and Marine Corps policy for employees who provide child care services.
  • This position requires a flexible schedule.
  • You must be able to lift and carry up to 45 pounds.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: professional providing assistance in a Child Care program to include managing the operation of a child care center; selecting and training employees; developing child development programs, pre-school programs, and before and after school programs; and solving complex problems related to care and education of children. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:
  • A degree that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.OR
  • A degree that included education in child development or early childhood education. OR
  • A degree that included child development, early childhood education, home economics (early childhood emphasis), elementary education, special education (early childhood emphasis), or other fields appropriate to the position to be filled. OR
  • A degree that included education in child care administration. In addition to child development, early childhood education, home economics (early childhood emphasis), elementary education, special education, or other fields appropriate to the position to be filled) is qualifying, and qualifying education in special education must have had a concentration in early childhood education.
OR

A combination of education and experience in which courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above.

In lieu of specialized experience listed in the Qualifications section, applicants may qualify based on education OR equivalent combination of experience and education, as follows:
  • Successfully completed a master's or equivalent graduate degree OR
  • Successfully completed two full years of progressively higher graduate level education leading to a master's degree OR
  • Have a combination of experience and education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
