This position is located in USDA/Rural Development (RD). The incumbent serves as a Supervisory Loan Specialist (Realty), administering loan and grant programs designed to provide very low, low and moderate income rural residents with housing through insured single family housing (SFH) programs. Remote/Virtual Position: NO

Duties

Directly supervises loan specialists and loan technicians assigned to the State Single Family Housing (SFH) program. Plans work to be accomplished by subordinates, sets and adjusts short-term priories, and prepares schedules for completion of work. Develops and makes policy decisions that will be in the best interest of the program. Ensures that loan/grant requests are processed, approved and closed in accordance with Rural Development (RD) regulations. Develops partnerships with other Agencies, State and Local Governments and private lenders to increase the quantity and quality of rural housing.

Requirements

  • Successful completion of one year probationary period, unless previously served.
  • Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-12 grade level for consideration for the GS-13 grade level). For the GS-13 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates: Experience must demonstrate use of judgment in providing financial management analysis and guidance to employees, and demonstrated leadership experience providing guidance and direction to a group of employees in processing and servicing loans and/or grant programs. Experience in change management, and preparing employees to work in structured and unstructured situations. Experience in team building by promoting concepts of shared leadership, shared accountability, collective work products and developing a unified vision. Supervisory experience in a participative approach with an employee centered focus on delivery quality customer outcomes. There is no education substitution for this grade level.
